Chapter 1087: Firmly Reject

Tony Stark was immersed in anxiety along the way, and the United Command Task Force and Ross who followed the convoy made him feel like he was on his back. Until he arrived at the underground facility, the terrifying shadow still lingered in his heart. He fully realized the determination of Secretary of State Thaddeus E. Ross and why Secretary of State Ross' nickname was "Thunder".

Even after leaving the army and entering politics, Ross's reckless madness has not changed. Tony Stark met his old friend under the leadership of several agents or embassy staff. Ross walked beside them arrogantly, following a large group of live ammunitions, following his command of the task force.

The contingents escorted him and Tony Stark upstairs and arrived at their destination through a pedestrian bridge.

Due to his connections in the army for many years, the Ministry of Defense also specially granted him the title of deputy commander for this operation, allowing him to temporarily mobilize the armed forces in NATO military bases in Germany. Since the last Latovignan expansion war directly attacked NATO military bases in Poland, many US troops who were hit were retracted from Germany for the attack. Secretary of State Ross has the right to mobilize the largest number of US troops in Germany since World War II. In fact, how much can be mobilized is an unknown number, because the level of the US troops stationed in Europe and the United States is very low, but he at least has nominal power to decide NATO military matters.

"Let me talk to him first." Tony Stark stopped in front of the conference room and sorted out his collar. "I think I can convince him."

Secretary of State Ross pushed open the door of the conference room without hesitation and walked in, leaving the contingent and Tony Stark outside. In the conference room, Steve Rogers, Sam Wilson and Sharon Carter and Natasha Romanov chatted for a while. Sharon Carter was an observer who was aware of the progress of the negotiations on behalf of the CIA, and Natasha Romanov was out of friendship and feelings for the Avengers. However, she also knew that the division of the Avengers was an inevitable trend, so she did not chat in the same tone as Sharon Carter.

"I said I would provide you with an office, not a cell," Secretary of State Ross said to them as soon as he walked in, "Also, do me a favor and stay here and don't run around."

Steve Rogers and Sam Wilson immediately shut up and said nothing. Tony Stark angrily pushed open the door and broke in, shocking everyone else.

The four people who were originally staying in the conference room saw the group of live ammunition soldiers outside the conference room. Natasha Romanov had sharp eyes and found that the soldiers' armbands belonged to the United States Joint Command. The arrival of these soldiers in Germany means that this is the final decision of the Ministry of Defense and the White House. All the Avengers must sign the "Sokovia Agreement". Natasha Romanov threw a look at Steve Rogers and Sam Wilson, which roughly means that this matter is difficult to deal with.

"I reminded you that this is worse." Natasha Romanov whispered to Steve Rogers. She called Steve Rogers as early as the Vienna bombing happened and persuaded him not to act impulsively. But Steve could not suppress his emotions after seeing the news, so he chased after Romania at that time.

"At least he's still alive." Steve shook his head, "this is the most important thing."

Natasha couldn't understand his feelings, and it was impossible for Tony Stark to understand. Stark pretended to be careless and came to the conference table, pulled a chair and sat down. "Ltd Colonel Rhodes is supervising the aftermath. Don't cause trouble while we are dealing with this." He said, "Let's get this done smoothly, Okay?"

"I remember he was the colonel," Sam Wilson interjected.

"Something happened, he is now a lieutenant colonel." Tony Stark avoided talking about what happened in New York, and did not explain to others that Rhodes was demoted entirely because after New York was shot down, someone saw him having a brief exchange with the enemy. Although Colonel Rod repeatedly stated that he did not disclose the secret, he had to be demoted for political reasons. Tony Stark turned his head and said to Secretary of State Ross, "Can I let me talk to them alone?"

"No, you talk to me alone." Secretary of State Ross left the conference room with Tony Stark with a cold face. A few minutes later, Tony Stark returned alone. "Secretary of State Ross wants to sue you, and I have to give him an answer." Tony Stark took a deep breath and tried to calm his annoyance. "I hope this result is correct, because Ross is not representing one person."

"The shield won't be back, right?"

"Strictly speaking, that's government property." Natasha nodded at Sam, "So too is your aircraft."

"This is too cold!" Sam couldn't help complaining. It was not until Natasha Romanov reminded him that the aircraft, as an experimental product, was stolen from a military base. If the US government wanted, Sam would be more than just so. After remembering that this happened, Sam Wilson obediently shut up.

"At least it's a little warmer than the prison." Tony Stark shrugged undeniably, "Come with me, you'll want to see this."

Tony Stark invited Steve Rogers to the command center separated by a wall. Here they were able to see hundreds of screens neatly arranged on the other side of the room through the completely soundproof glass curtain wall. Dozens of screens show the scenes in this underground facility. Many staff members surround these complex monitoring equipment like rotten flies. Steve Rogers focused on watching several screens of the Winter Warrior Bucky Barnes from different angles. Tony Stark left for a short while. When he came back, he deliberately walked away in front of Steve Rogers, who was showing off his new toys in a tone, saying, "Do you want to see something interesting? I found this in my dad's file."

But Steve Rogers didn't want to hear his story. He experienced that war personally. After his later learning, he also knew who the ultimate beneficiaries of the war were. At that time, in order to fight against Nazi Germany, the surging workers' joint organization in the United States agreed to temporarily stop the strike movement and join the military production line to produce arms with all their best efforts. However, entrepreneurs and factory owners in the United States still chose to continue their exploitation and make a fortune with the outbreak of wars. Howard Stark has always believed that technology is a tool to make life better, so he did not join the carnival wave. This is also why Steve Rogers was so dissatisfied with Tony Stark's production of weapons and equipment during the Battle of New York, because in his eyes, Tony Stark completely violated Howard Stark's wishes and ideals.

Steve Rogers said coldly, "Some people would say that this bill has brought us into the war."

"If it weren't for these two pens, you wouldn't be here. How did you say that word?"

Stark wanted to give him the pen and talk about how important the document signed by the pen was. Steve Rogers knew that he tried to persuade others in this way, and others might be flattered, but Steve was indifferent. He knew he would not do so, and he did not intend to sign that agreement because he did not trust the Sokovia Agreement to bring peace and solidarity - the Sokovia Agreement is a tool that can be used to judge others, and this tool must be held in the hands of a trustworthy person, but Steve Rogers did not trust the U.S. government, because the U.S. government has failed him more than once.

So Steve Rogers changed the subject.

He talked to Tony Stark about Pepper Potts, about Howard Stark’s past and how Tony Stark resembled it. It was a very pleasant conversation, and both of them were immersed in memories of the past. However, as time passed, reality finally moved towards them with the pace of the minute hand.

"Sign it. So what you have done before is not illegal. Barnes will be transferred to an American psychotherapy center, not a Hague court or a prison in Wakanda, I promise you."
