Even if they purchased warships from Western countries, some ships had ships but no guns, and some ships had guns but no bullets. Three months before the war, Li Hongzhang planned to replace 21 new guns for the Beiyang Navy, but it was difficult to raise this money, so he had to buy 12 fast guns for Zhenyuan and Dingyuan. Fourth, a strong army must have innovative ideas. If the concept is backward, the whole market will be lost.
In the 1890s, the "giant ship heavy gun" had been replaced by the concept of "crash ship fast gun". In the Battle of the Yellow Sea, the Japanese fleet was equipped with 71 large rapid-fire guns and 154 small rapid-fire guns. The Beiyang Fleet had only 2 large rapid-fire guns and 130 small rapid-fire guns. The ammunition was launched within 10 minutes. The ratio between China and Japan was 33:185. It can be seen that although the Beiyang Fleet was not bad in the total tonnage of warships, its combat philosophy was backward, resulting in a change of advantages and disadvantages.
5. The key to strengthening the army is to shape the military spirit. An army without courage will be a piece of scattered sand.
6. A strong army must have a combination of useful, effective and sufficient weapons and equipment.
In the Battle of the Yellow Sea, the number of ships between China and Japan was comparable, but China was at a disadvantage in terms of the quality of the army building. The four main guns in the first turret of the Dingyuan and Zhenyuan ships could only be shot in a direct direction due to design defects; 8 12-inch caliber guns only had three flowering bullets for combat purposes, and the rest were solid practice bullets; other ships were rumored to have only 15 ammunition per gun. In the naval battle, the subsequent ammunition was either inconsistent with the caliber of the gun or was too poor in quality, and some became duds when firing... and so on, even if the Beiyang sailors had three heads and six arms, they were powerless to turn things around.
7. A strong army must be prepared and be prepared to be free of trouble.
Some knowledgeable people in China have a clear understanding, but the court and most politicians still have an understanding of Japan at the stage of "a small country". 8. A strong army must have efficient command, intelligence, communication systems and a reliable logistics support system.

First, the military's anti-corruption work is put first, including establishing a team of military supervisors, staff supervisors, and political supervisors to check and balance each other; including establishing a military police headquarters and a military discipline department to strictly review the accounts within the army; also including collecting the military's personnel and financial powers and allowing soldiers to establish their own committees. Third, establish a strict military financial, equipment and material management system to minimize various loopholes.
Fourth, nationalist and patriotic education are promoted throughout the army. Soldiers without junior high school education must receive junior high school education during their service period, and soldiers without education must participate in literacy classes.
