Chapter 121 Peace Time (4)

After the Wuchang Uprising, the provinces became independent one after another. At the beginning of the Republic of China, the creation of democratic regimes officially began, and China's political life showed an unprecedented new atmosphere. This new atmosphere aroused people's great political enthusiasm and also prompted various political forces to differentiate and combine, thereby expressing the protection of the interests of their own classes and interest groups, and political parties emerged in large numbers. More than a year after the Wuchang Uprising, with the convening of the Provisional Senate, the establishment of the Nanjing Provisional Government and the proceedings of the first congressional elections, a wave of forming party groups and building the party appeared in China. For a time, a variety of party groups and political platform declarations were dazzling, and the Chinese political stage had a new look that was unique in history.

The biggest difference between Chinese people and British people is that when they meet, the British people always talk about the weather first, and the first thing we Chinese people say is to eat? So we are well deserved the title of foodie.

But after all, this kind of question is still too vulgar. At least people who think they have identities will not ask this. The popular question recently is: "Dare you ask if your party is XX? Are you in the party now?"

OK, this is all about what it is, and party members have become synonymous with identity.

The foundation of many political parties in the early Republic of China was very unconsolidated, splitting and reuniting, and dying. The political parties and their activities were chaotic, complex, cross-party, and serious content, with empty content and vague meanings, and similarities. Moreover, political parties in the early Republic of China still had characteristics such as organizational laxity, separation from the people, and relaxed party discipline. At that time, all political parties did not pay attention to organizational discipline construction, seriously separated from the people, and even separated from the classes and classes they represented. Most political parties did not have grassroots organizations and rarely had contact with the lower class. Even for several major parties, their activities were mainly focused on the upper class of society, concentrated on high-ranking officials, celebrities and politicians, and were busy with joint struggles in the parliament. To a certain extent, the so-called party activities in the early Republic of China were actually the activities of a minority leader. In the political arena of the early Republic of China, for more than ten years, they fought for the establishment of a republic system and occupied an illegal position for a long time.

With the establishment of the Republic of China, the Tongmenghui became an open political party and held the center of political power in the Republic of China. In the Nanjing Provisional Government, the Tongmenghui held the position of the ruling party, and the majority of the Senate members and the interim president were all members of the Tongmenghui. The "Republic of China Federation" split from the Tongmenghui joined forces with some people from the Constitutional Monarchy to form the "United Party"; the Constitutional Friendship Association of the former Supervisory Council was reorganized into the "Republic Construction Symposium" and the "Republic Unification Party"; some people in the Wuchang First Agencies formed the "Democratic Society". These parties were very active on the political stage at that time. They either occupied a certain seat in various departments of the central government, the Senate, or the local public opinion institutions and governments. However, in general, they were mainly competition between the two major political forces of the revolutionaries (Tongmenghui) and the constitutionalists.

Specifically, it can be divided into three major factions. One is the Tongmenghui led by Sun Yat-sen, Huang Xing and Song Jiaoren. It belongs to the radical political party of the Kuomintang system and represents the middle and lower classes of the Chinese national bourgeoisie at that time. Most of its members were revolutionaries in the late Qing Dynasty, and there were also a few constitutionalists and old bureaucrats, politicians, etc. However, according to history textbooks, they actively promoted and maintained the bourgeois democratic republic system, emphasized civil rights, opposed autocracy, and publicly claimed to be the purpose of "consolidating the republic and implementing civilian politics", becoming the most progressive force in China to promote democratic politics at that time.

Another faction is the conservative party of the progressive party system led by Liang Qichao, Tang Hualong, Li Yuanhong and Sun Wu. It represented the upper class of the Chinese national bourgeoisie at that time, mainly the original constitutionalists. Its members include some old bureaucrats, landlords and gentry, and a few revolutionary parties. They had economic strength, supported the democratic republic system, emphasized state power, and advocated prudence. Although they had a certain degree of cooperation with the revolutionaries, they had a deep relationship with the old bureaucrats and often held an attitude of supporting or relying on the government.

There was also a political force in the political arena in the early Republic of China, that is, the old bureaucrats of the Beiyang warlords led by Yuan Shikai. Also according to history textbooks, this political force has political, economic and military advantages, and attempts to establish an autocratic dictatorship and use various means to undermine the republic system and party politics, which is the biggest obstacle to the democratic path.

In fact, according to Wang Zhenyu's efforts over the past year of his ascension, the above progress, reactionary, democracy, and dictatorship are all nonsense. All the political slogans and political propositions have only one purpose, to grasp power, and that's all.

Although he knew the direction of history and knew that Yuan Shikai would eventually turn against the revolutionary party in the face of power, and the founding father, Mr. Zhongshan, would suffer a great loss, but Wang Zhenyu was powerless to do anything about these. He knew very well who he was, just a small Xiangxi governor. Even Song Jiaoren, who was recruiting people everywhere, was unwilling to spend his time on himself. This is the best assessment of his current influence on this era. If you have the time to actively participate in politics and make decisions, it is better to bend down and manage his own land.

Therefore, Wang Zhenyu did not meet with the persuasion envoy Zhang Xueji sent by Song Jiaoren, but instead entrusted Tian Yingzhao and Yang Wangui to entertain him. Naturally, he refused to join the Kuomintang. He kidding, who can find a father to play with him? Now that he recognizes your father, this year he will follow the second revolution. Isn’t I going to be unlucky with you?

Wang Zhenyu knew that his Xiangxi development plan would not take effect until at least two years later. Before that, no matter whether Yuan Shikai was really evil or not, it would be inappropriate to offend him rashly.

However, Wang Zhenyu became interested in political parties. In the final analysis, it was still a matter of legal system. Wang Zhenyu hoped to turn his army into a party army through political parties, so that no matter who ordered his position as a guard, the army would still be his own. Moreover, the effect of controlling the army through thoughts should be greater than the army's own system construction. More importantly, if you do not have a clear political program, why do you let these young people work hard for you? Is it just a bowl of rice?

But how to form this party? What kind of party should be formed?

Wang Zhenyu doesn't want the party he created to eventually become a new Beiyang warlord, overriding the country and nation, and then causing trouble to future generations, and he will be pointed at and scolded by others. So this party cannot be too strong, but it is still relatively loose. But it cannot be like the American political party, which is completely an electoral structure and does not meet his current needs to dominate the world.

After thinking about it, Wang Zhenyu didn't think of anything. Finally, he slapped his head and said, no matter what type he was, he would form it first.

Organizational structure is very simple, and it is easy for oneself from later generations to copy a reasonable organization:

Be the chairman of the party, and then set up a central executive committee under the ranks. As the highest authority of the whole party, a member of the Standing Committee of the Central Committee is responsible for daily affairs, and the organization department, propaganda department and other departments are set up to be responsible for party affairs. Then set up a military committee to come in, and several backbones of the army will come in. The military and political affairs will also be separated within the party, otherwise if you don’t want to play in the future, you will end up. A few people will use the current framework to engage in dictatorship. It is enough for China to have a great commander like Wang Zhenyu.

The matter of forming a party cannot be rushed, it must be taken in several steps:

The first step is to say hello to Yang Wangui, Xu Yuanquan and others, and express their thoughts indirectly. Whether you can understand them is one thing, and whether you accept them is the key to the problem.

The second step is to organize a preparatory team. Since it is a party, it must have a political program and rules and regulations. This cannot be achieved in just one sentence or two sentences.

The third step is to use the current political department of Xiangxi Army School as the team, and after a period of time, put this rack first.

At the same time, Wang Zhenyu also made a control idea about the scope of party affairs:

First, it does not involve the judicial system;

Second, focus on the military system, including the establishment of party representatives and the development of youth league members;

Third, if the government system does not establish party organizations, the education system will not be included in the administrative scope.

Fourth, the party organization sets up reference intelligence departments in its branches in various places, establishes county party departments, municipal party departments, etc.; the key is to contact local governments, publicize policies, and recruit party members; do not directly interfere in local civil affairs.

This job is not easy, it is a big job.

Wang Zhenyu thought for a long time and asked Zhu Cihan to invite Liu Xing, Zhou Lan and Chen Shao over. He can use this job at present, and after thinking about it, there are only these three people...

In the conference room on the third floor of the administrative building of the garrison, four men had been having a meeting all night. Everyone's faces were filled with excitement, as if they were doing something very meaningful.

Many years later, Zhou Lan, who had retired from home, recalled her past with her children, said with great insight: "Don't listen to others saying that I am a wise general or a lucky general. I have done a meaningful thing in my life, that is, I have participated in the establishment of the National Socialist Party. Don't think that there is no party now, but if there is no party, there will be no Chinese today..."

Chen Shao also wrote in his diary: "My biggest dream has always been to abandon my pen and join the army and become a general who is traversing all directions. But today, this dream was strangled by the general with his own hands. I knew that he had always regarded me as a civil servant. Although the significance of forming a party is of great significance, if I can choose, I hope the person responsible for implementation is not me."
