Therefore, we need to use heavy rituals on officials and powerful people, and use the art of legalism to deal with them. For ordinary people, use the art of gentle Huang-Lao to rest with the people. Try not to disturb them. If you pay enough taxes and do not commit crimes, then you can let them reproduce, have more children, accumulate manpower and material resources, and hide them from the people. When they really need them, they will be grateful for the kindness of the court and will naturally serve them. As for the powerful people who already have a lot of wealth and power, they must be suppressed and cannot be allowed to be fished in the countryside. For the governments that hold great power, they must be supervised and cannot be allowed to rush around the countryside. The fished and meat people must be guarded against them and unite with the powerful and cover the sky with only one hand.
It is easy to say but difficult to do. It is very simple to deal with merchants. Merchants and their descendants are not allowed to be officials. One person does not allow businessmen to do business. The whole family and relatives within the three tribes are not allowed to enter the officialdom. Officials who learn the Legalism skills act as local officials and officials of the Maritime Department to strictly prevent merchants. However, dealing with local tyrants and government officials is a very serious problem. Carefulness is required. If the officials force the people to rebel, should we suppress them or not?
Although the art of the Legalists and the art of Huang-Lao are used alternately, what should we do in practice? There are too many uncertain factors that the court officials will find it difficult to grasp. Therefore, this power should be delegated to the locals and organized the public to elect respected people to serve as the three elders in the countryside. It does not necessarily mean that they are old, virtuous, talented, famous, and fair enough, so that they can be the three elders, be representatives of the people, and govern the local area with the local government.
Locals always take care of local people, which is different from foreign officials. If the government makes decisions that are not conducive to local development, the three elders can refute it. Just like the Menxia Province refutes the emperor's will, the three elders can refute the government's government orders. Even impeach county officials, or even state officials, and directly sue the emperor. The three elders can directly report to the emperor on behalf of the people, punish local officials, etc.
This is the most primitive and oldest democratic supervision policy, and it is also the highest level that Suning can do at present.
