Chapter 838 Jiancheng Middle School

After eight preparatory meetings of the Qingxiang Committee, the Nanjing National Government finally announced the "Organization Outline of the Qingxiang Committee". The outline stipulates that the Qingxiang Committee is the highest commanding body for Qingxiang. It has the right to formulate regulations, issue orders, demarcate Qingxiang areas for military and political affairs in Qingxiang areas, designate the dispatch of Qingxiang military and police forces, recruit and support troops, set up security teams, form baojia, special education in Qingxiang areas, people's training, building bunkers, transportation, communications and transportation, blockades and economic control, etc.

In other words, as long as it is in the Qingxiang area, the Qingxiang Committee is completely above the original administrative department, or even replaces it.

The Qingxiang areas in the first phase are: Taicang, Kunshan, Changshu, Wuxian, Wuxi, Jiangyin, Changzhou, Danyang, Zhenjiang, Yangzhong counties.

In other words, all the military and political power in these areas will fall into the hands of the Qingxiang Committee in the future.

Just a week after the outline was announced, the Qingxiang Committee was officially established and the first committee meeting was held:

The Qingxiang Committee established the Suzhou Office, which is under the First, Second, Third, Four, Propaganda Committee, People's Training, Economic Design, Local Administrative Research, Recruitment and Reorganization Committee and more than a dozen other institutions.

The most important thing about the Qingxiang Committee is the four departments, because most of the personnel from other institutions are held by these four departments. For example, Hu Xiaomin also serves as the head of the Political Work Group, the director of the Recruitment and Reorganization Committee, and the deputy director of the General Office.

The first is responsible for managing affairs, documents, personnel, and intelligence, which is actually the General Affairs Office; the second is responsible for managing administration, which is called the Administrative Affairs Office internally, the third is responsible for managing security team and the Qingxiang Police, and the internally serves as the Military Affairs Office, with Chang Mingsheng serving as the director, and the fourth is responsible for managing social welfare, also known as the Welfare Department.

Although the leader of the Qingxiang Committee was Wang Zhiqing and Zhou Feimei, the actual power was in the hands of Secretary-General Zhao Shijun. After the establishment of the Suzhou Office, Zhao Shijun also served as the director of the office, and Chang Mingsheng was the deputy director. In this way, the specific power was also grasped in his hands.

Gu Huiying chatted with Hu Xiaomin in the study at night. She wore a silk cheongsam, showing her perfect figure, and exuded her endless charm at any movement: "Go to Nanjing tomorrow?"

Hu Xiaomin said: "The members of the Qingxiang Committee will be sworn in in Nanjing and hold the Qingxiang District Administrative Conference."

As the deputy director of the First Department, Hu Xiaomin is a natural member of the Qingxiang Committee. This time he went to Nanjing to take the oath, which also means that the work of Qingxiang will officially begin. Hu Xiaomin's work focus will also be transferred to Suzhou.

Qingxiang area is very large. If it is unrealistic to promote it comprehensively, first use Suzhou as a demonstration experimental zone, and then gain experience after making achievements, then promote it to other regions.

If the Suzhou Experimental Zone is well established, it will be beneficial to the public security in Nanjing and allow the Japanese to see their achievements.

Gu Huiying asked: "After coming back, are you going to Suzhou?"

Next, she will enter the real anti-communist stage. She originally wanted to go to Suzhou, but Hu Xiaomin did not agree and felt that the conditions in Suzhou were still a little short of it. If she had to go, she would have to wait until Hu Xiaomin settled there before she talked about it.

Her current task is to go to the Qingxiang Committee, actively implement anti-communist policies, borrow the power of the Japanese and puppets, and eliminate the Communist Party and the New Fourth Army for the Party and the country.

"No hurry, let the Japanese army fight against the New Fourth Army first, and then we will do political work."

The Qingxiang Committee’s stall is very large, and the work is actually very chaotic. I don’t know when to get on track. The Nanjing government has always been "discussed but not decided, and decisions are not done". Even if the matter discussed and is actually implemented, I don’t know if it will take the Year of the Monkey and Horse Month.

Hu Xiaomin is the deputy director of the Department 1, and he is mainly responsible for political and intelligence work. These work can only be carried out after the Japanese army and the security team fight. In other words, his real work will take several months to carry out.

Gu Huiying reminded: "If you go to Suzhou, remember to visit District Mayor Xu."

The district mayor of the agent headquarters Suzhou District is Hu Xiaomin's sworn brother Xu Junhe. She reminded Hu Xiaomin to visit Xu Junhe, but in fact, she asked Hu Xiaomin to talk to Xu Junhe and transfer herself to Suzhou District first.

"Don't worry, I'll definitely go to my brother."

Hu Xiaomin went to the Qingxiang Committee as the deputy director, and in the future, he would definitely have some contact with Xu Junhe.

What Hu Xiaomin really wanted to do was to establish his own intelligence network in Suzhou. He was determined to follow Zhao Shijun in the Qingxiang Committee.

Zhao Shijun is very concerned about the work of the Qingxiang Committee, so he has to work actively and focus on the Qingxiang Committee. Once Zhao Shijun lives in Suzhou, he has to move his home there. At that time, Gu Huiying has to go if she doesn't want to.

However, the two lines of the Communist Party of China and the Military Control Commission cannot be broken. Although Suzhou is close to Shanghai, it is also troublesome to pass information back and forth. Especially on the Military Control Commission, there are not many people who know his identity. If the intelligence source of "Yu Shenglong" suddenly changes to Suzhou, many people will guess his identity.

Hu Xiaomin went to the train station the next day and Feng Wu drove him away. Feng Wu was his traffic officer. Wherever Hu Xiaomin was, Feng Wu had to be.

Not only that, he also has to be equipped with a radio station just in case. The underground party has a radio station in Shanghai. In an emergency, Hu Xiaomin can use the radio station to contact him.

Of course, Suzhou also has underground party organizations, but Hu Xiaomin is directly under the Jiangsu Provincial Party Committee and does not have contact with local party organizations in Suzhou.

After Feng Wu got on the car, he handed Hu Xiaomin a bill: "Mr. Hu, this is the information I got in the morning."

On the surface, he was a rickshaw, but in fact he was an underground commuter of the Communist Party of China, responsible for Hu Xiaomin's contact with the traffic station. In order to cover up his mission, Hu Xiaomin had already arranged for him as an extra-staff member of the Intelligence Department. Even if he encountered Japanese and puppet investigations, his identity could protect him from worry.

Hu Xiaomin took out a lighter, pulled the curtains on the car, and gently baked the banknotes. Soon, a line of words appeared on the banknotes: Gu Qingqi from Jiancheng Middle School, four types of secret codes.

After reading the information, Hu Xiaomin carefully checked the banknotes, and after finding no other abnormalities, he burned them.

Hu Xiaomin said: "You go to Jiancheng Middle School later. There is a man named Gu Qingqi, who is our comrade. First observe for a day, and then use four types of code connectors."

He didn't know Gu Qingqi's identity. Since he was the request of his superiors, he was naturally a trustworthy comrade. The reason why he asked Feng Wu to observe for one day was to verify whether the environment around Gu Qingqi was safe.

He had to go to Nanjing immediately, and it was impossible to meet Gu Qingqi. Even if he had time, Hu Xiaomin would not rashly contact him.

Hu Xiaomin guessed correctly. Gu Qingqi was indeed his own comrade, but not the Shanghai Underground Party, but the Shanghai Special Branch Secretary of the East Zhejiang Underground Party, and was under the leadership of the Taizhou Special Committee.
