China can break through this technology before Europeans and sell its products to Europe. The significance of this cannot be overestimated. After learning about this, the senior leaders made important instructions to the Ministry of Commerce, requiring all efforts to ensure the completion of this project and achieve a "zero breakthrough" in China's export of high-tech equipment to Europe.

According to the situation introduced by the Equipment Industry Company to the Ministry of Commerce, there are no obstacles to the completion of this project. The technicians of the importer Norwegian Billtu Company have come to China several times and have given high evaluations of China's technology. The price of the equipment is completely within the scope of Billtu Company's acceptable, and they even feel a little surprised. The two parties are currently negotiating some details, and the final signing of the contract is just around the corner. The pens of the General Office of the Ministry of Commerce have even drafted promotional drafts for use on different occasions, preparing that once the two parties sign the contract, they will find the media to carry out large-scale publicity.

But at this critical moment, the EU has developed a little bit, claiming that the EU has provided government support for European offshore oil development, so the construction of facilities related to offshore oil development must meet certain localization requirements. Simply put, the EU agreed that Billtu imports the sixth generation drilling platform from China, but this platform must include products produced by European companies, and the proportion must not be less than 50%.

The Ministry of Commerce of course knew about fan purchases. When the National Development and Reform Commission proposed this provision, it was discussed with the Ministry of Commerce and confirmed that this provision was actually a staggering goal of the World Trade Rules. The two sides also agreed on the response plan when encountering disputes. During this period, the EU attacked China on the localization rate of fan production. The Ministry of Commerce has been dealing with the EU according to the agreed schedule at the time.

Wang Zhenbin said: "These two things are still different, right? Wind power is a renewable energy, and offshore oil is a non-renewable energy. "I understand this." Xu Zhenbo said, "Then there is only the second way, that is, we will give up the requirement of 50% of the fan localization rate in exchange for them to give up the requirement of localization rate of drilling platforms."

"I think this is their real purpose." Wang Zhenbin commented.

"I understand this very clearly!" Xu Zhenbo said, "As soon as we heard their request, we knew that they were coming for the fan. They could not build the drilling platform by themselves. Billtu is a private company and it is impossible to follow the EU's mercy.
