After farmers were prohibited from possessing the harvested food, on February 6, 1932, the Political Bureau of the Communist Party of the Soviet Union issued another secret order to collect all means of production (agricultural tools, livestock, seeds) in Ukraine into public ownership, prohibit the transport of any grain and finished products into rural Ukraine, and prohibit the sale of commodities and agricultural products in other places in all Ukraine. In addition, grain search teams were sent to rural Ukraine to confiscate farmers' surplus grain, food and seed grain.

Several months after these punitive measures were implemented, in 193  3, extremely severe famine occurred throughout Ukraine. The Soviet Union and the Ukrainian Politburo issued some remedial orders, including transporting 320,000 tons of food to famine areas, but at the same time, the action to transport food from Ukraine did not stop. The drought in western Russia and most parts of Ukraine that year increased the degree of famine. At the same time, the Soviet government prohibited the spread of victims from moving outward, and traffic between Ukraine and the Don River Basin and the outside world was interrupted, and travel to these areas was banned. Any hungry people who tried to leave Ukraine without permission were arrested as "class enemy".

In the winter of 1933 and spring of 1934, Ukraine's climatic conditions improved, agricultural harvest increased in 1934, and the famine situation in Ukraine gradually disappeared.

However, even so, the consequences of the famine were extremely serious. Afterwards, survivors of famine said that when the famine reached its peak from 1932 to 1933, there were even incidents in rural Ukraine where they were already buried cats, dogs, livestock and incoming corpses were re-digged out and eaten in winter.

Due to the lack of official statistics, the number of deaths from famine can only be estimated, with the specific number ranging from 2.5 million to 4.8 million.
