1067 The United States must pay

On June 10, 1944, when Hessman arrived at the meeting room of the commander-in-chief in the Ministry of Defense building on William Street, Berlin, he met the joyful Ribbentrop. The German Foreign Minister smiled and told him: "The Japanese finally agreed to continue standing with us. Although there are still some key issues that cannot be agreed to, it is always good news."

In a few days, the European Community Leaders' Meeting will be officially held. This meeting will be delayed for too long, which makes people feel tired.

"Yes, if the Japanese can give the United States a heavy blow in the Pacific, we will have a chance to let the Americans taste the Treaty of Versailles." Hessman said and walked into the conference room with Ribbintrov.

Hitler has not arrived yet, but senior officials in governments and European Community affairs such as Schletcher, Hess, Goeing, Goebbels, Himmler, Schacht, Spel, Earl of Krosic (Future Party, Minister of Finance), Funke (Minister of Economy) and Rosenberg have arrived.

Among them, Dr. Schacht is the president of the European Union Bank headquartered in Frankfurt. He is responsible for issuing the European Mark. However, he looked a little worried, which was obviously related to the European Mark's excessive issuance.

In the spring of 1943, before the British submission, the issuance of European Mark was relatively normal, and there was not much currency over-issuance. However, with the successive victory of the war, the foundation of European Mark not only did not become solid, but was greatly shaken due to the excessive currency over-issuance!

The reason is that it is actually a problem caused by the European Community route that Hessman strongly advocates. Most things in the world have two sides, which are advantages in some aspects, but will become disadvantages when changing angles.

Although the European Community route makes it easier for Germany to exert the power of several major industrial countries in Europe, Germany can obtain a large amount of weapons and equipment, and it does not have to bear the responsibility for occupying the army.

However, this policy also has a huge disadvantage, which is to turn a war of aggression into a war of unity and a national war into a civil war. Therefore, the defeated side was treated as brothers rather than enemies. Germany had no way to plunder the wealth of the defeated country to fill the huge financial deficit caused by the war.

Moreover, after Britain surrendered and the restoration of the Russian Empire, the European Community would help these two countries restore their economies and would also have to pay a lot of wealth to support the British and Russians who lost their source of living due to the war.

So the European Union Bank could only start the printing press and issued a large number of European marks without gold and silver as preparations. Due to the good battlefield situation and the strict rationing system of European countries, European marks can still maintain the currency value. However, in the eyes of a more traditional banker like Schacht, such banknotes that are not guaranteed and are over-issued are likely to collapse after the war!

The collapse of the European Mark will also mean the collapse of the European Community!

Sitting with Dr. Schacht was Hessman's early secretary, and now Minister of Oriental Affairs Alfred Rosenberg, who is now a member of the motherland party.

Like Schacht, he also looked a little worried. Because his Eastern Affairs Department was actually a mess department. The department was in charge of the affairs of the former Soviet lands occupied by Germany, East Ukraine and Belarus, two parts of the former Soviet land occupied by Germany, mainly including clearing out the Russians (referring to the Russians) and Ukrainians there (so the Ukrainians were all placed in Western Ukraine), allocating the land to German immigrants, and also responsible for planning and building cities, roads, bridges, industrial centers, etc.

In short, the Eastern Affairs Department manages some matters that require a lot of money, but the funds allocated by Hitler to Rosenberg were not enough to spend.

So the reason why Rosenberg is worried about now is exactly the opposite of Schacht. Schacht is worried about what to do if he has too much money, while he is worried about too little money.

The issues that Hessman wanted to discuss at the headquarters meeting today were also related to money. Therefore, instead of sitting next to the Minister of Defense as usual, he squeezed between Schacht and Rosenberg and wanted to discuss the currency issue with the European Union Bank President Shaht. The Nazis in the conference room suddenly stood up, and some people raised their right hands and shouted: "Hi! Hitler!"

It turned out that Hitler arrived. He was late because he was on the phone with Mussolini. During the phone, Mussolini assured him that the three "Duke of Alexander" class battleships could be delivered to the European Community Navy before the end of June 1945.

In addition, Mussolini also allowed Germany to recruit volunteer soldiers in Rome, and promised to allow ships flying the Roman Empire flag to transport supplies to Germany after Rome withdrew from the war.

However, Mussolini did not help Germany unconditionally. He made a request to purchase a set of "uranium enrichment equipment" on the phone.

Obviously, the powerful Roman Empire is now ready to start developing atomic bombs!

...

"Although Rome is about to withdraw from the war, Mussolini still promises that it will adopt a neutral policy that is inclined to us. And after Rome withdraws, we no longer have to bear the obligation to provide them with oil. So Rome's withdrawal is obviously very beneficial to us."

At the beginning of today's headquarters meeting, Adolf Hitler told everyone that Rome was about to make peace with the United States soon.

"This is a good thing," Hessman immediately expressed his opinion after Hitler finished speaking, and he said half-jokingly, "If the Italians were to go to a decisive battle with the Americans, then we had to send German soldiers to protect their expeditionary forces, which was a big burden."

"Haha," Hitler smiled and said, "It has been 12 days since the atomic bomb test explosion. I believe that all countries have fully understood the changes in the international situation. Therefore, at the European Community Leaders' Meeting that began on the 15th, we should reach an agreement on how to end the war. Do you have anything to say about this?"

"Prime Minister, we should propose a feasible ceasefire against the United States at the meeting." Dr. Shaht, President of the United Bank of Europe, said in his first speech. "What is needed most now is a peace treaty that can establish the status of European Mark's international reserve currency, otherwise our economy will face great difficulties after the war."

He paused and continued: "The current situation is similar to 1918, but the United States is at a disadvantage, and we are equivalent to Britain and France at that time. Although the victory of the war is expected, the national strength is exhausted. If compensation cannot be obtained, the post-war economy will have problems."

Finance Minister Krosick then spoke, supporting Schacht's opinion: "The deficit has reached a very terrible level, and not only is there a huge financial deficit in Germany, but all countries within the European Community have serious deficit problems. Especially the UK and Russia, their finances have completely collapsed and under normal circumstances, they cannot issue government bonds at all. So the government bonds of these two countries are actually purchased by the European Union Bank... This is a very serious problem!"

Now all countries in the European Community have fiscal deficits, which is inevitable in war. Among the major European Community countries, Germany, France and Croatia-Hungary, the fiscal deficit problems are still under control.

The finances of Britain and Russia can only be described as collapse, among which Britain's fiscal revenue is only equivalent to 25% of its expenditure. This is caused by the fact that the Indian War and the British Empire collapsed. The former requires hundreds of thousands of troops to invest, and the expenses are naturally huge. The latter causes the collapse of the British economic system. Before the war, the British economic foundation was one of a huge colony, and the second was its financial center. Now that neither exists anymore, the British economy can only collapse.

Russia is even worse, with the government's income equivalent to 5% of its expenditure. The reason is obvious. The area controlled by the Russian Empire is now full of ruins, and only a small part of the land allocated to farmers has been reclaimed. Most of the land has been abandoned because there is no sufficient labor or enough livestock in rural Russia now.

Therefore, the finances of Britain and Russia are actually maintained by debt collection, and no one buys their bonds. So in the end, they are stamped and underwritten by European Union Bank, which is why European Marks are over-issued in large quantities.

Rosenberg also spoke immediately: "The reconstruction and colonization work in the East also requires a lot of money, and also supplies, including food, building materials, cloth, livestock, farm tools and seeds. In particular, food, seeds and livestock are very urgently needed, and a lot is needed. As far as I know, the same thing is very needed in Russia."

Hitler nodded repeatedly while listening to his ministers. After Rosenberg finished speaking, he nodded to Hessman, who was sitting next to Rosenberg. "Chief of General Staff, what do you think?"

"The Americans have to pay compensation," Hessman shrugged, "Isn't this the purpose of our continued efforts? If the Americans don't pay 300-500 billion European marks, will our economic problems not be easily solved?"

"300-500 billion?" Shaht, president of the European Union Bank, was startled by the figures proposed by Hessman. "How is this possible? The United States does not have so much gold and silver... There is not so much in the world. This compensation number is the same as the compensation imposed on us by the Treaty of Versailles. It cannot be received at all. The only function is to cause the collapse of the US economy."
