Some revolutionary groups accepted the invitation and were willing to visit Qingdao, but Xia Simin hoped to invite the Xingzhonghui, and it would be better for Sun Yat-sen to go to Qingdao to meet with the East China government in person. Because after several months of exchanges, Xia Simin left a good impression on Sun Yat-sen's views, style of conduct, and positive enthusiasm for the revolution. Although Sun Yat-sen had not completed the famous "Three Principles of the People" theory in the old time and space, he also clearly put forward his own proposals, one was to overthrow the Qing court in the form of armed forces; the other was to establish a modern system republic, and these two points were completely consistent with the plan of the East China government. Other revolutionaries were basically still at the level of overthrowing the Qing court, but what should we do after overthrowing the Qing court? There was no concept of what kind of country to build. From this perspective, Sun Yat-sen was not just about the experience of "London was in trouble."

Moreover, Sun Yat-sen has lived overseas for a long time. Because he lived in the United States for a long time, he has studied the political system of the United States. Therefore, in his exchanges with Xia Si-ben, he talked about the concepts of democracy, freedom, legal system, separation of powers, etc., which is also a capability that other revolutionaries do not have. Xia Si-ben has also heard of these concepts in the East China government, so he believes that Sun Yat-sen and overseas Chinese have many similarities, hoping to promote cooperation between Sun Yat-sen and overseas Chinese and discuss the plans of the Chinese revolution together.

Sun Yat-sen also intended to visit Qingdao, and met overseas Chinese to negotiate cooperation between the two parties. However, at the end of 1903, Sun Yat-sen decided to go to Honolulu. It turned out that Sun Yat-sen had developed in Japan over the years, but Honolulu, the founding place of Xingzhonghui, was captured by Kang Youwei and Liang Qichao's Restoration Club. Many members of the Xingzhonghui changed their course and joined the Restoration Club. Seeing the fire in the backyard of his revolutionary birthplace, Sun Yat-sen naturally could not remain indifferent and had to rush back to put out the fire, so his trip to Qingdao could only be postponed.

After 1904, the situation changed again, because the Huaxing Association and the Restoration Association all came to Japan one after another.

Huang Xing, the founder of the Huaxing Association, was originally a Japanese student and studied military affairs in Japan. In 1903, in order to protest the Tsarist Russia's invasion of Northeast China, Huang Xing organized more than 200 Japanese students to form a volunteer team that refused Russia. He wanted to go to the Northeast, but was forced to disband by the Qing court. Therefore, Huang Xing was completely disappointed with the Qing court and advocated overthrow of the Qing court by force. In July of the same year, Huang Xing returned to China to establish the Huaxing Association with Chen Tianhua, Zhang Ji, Liu Kuiyi, Song Jiaoren, Zhang Shizhao and others, and was elected as president. He planned to launch an uprising in Changsha in 1904, but the matter was exposed, so Huang Xing, Song Jiaoren and others fled to Japan to find like-minded people.

The Resurrection Society was a revolutionary group composed of local forces in the Jiangsu and Zhejiang areas. The personnel structure was very complex, including intellectuals, merchants, craftsmen, a few enlightened landlords and gentry, local gangs, etc., and their political propositions were also relatively radical. In addition to writing propaganda, assassination and riots were used as the main revolutionary means. After the Resurrection Society was established, it also went to Japan to find partners that could be united.

In fact, before the establishment of the Huaxing Association, many members had each other and had contacts with Xingzhong. Some people had double identities. This is also the main reason why the Huaxing Association and the Huaxing Association came to Japan after the establishment of the Huaxing Association.

After getting along with Xia Simin, they were all very interested in the East China government. The Huaxing Association and the Restoration Association were both revolutionary groups established in China, and of course they were more familiar with the situation in the country. Naturally, they had heard about some things about the East China government. However, the East China government still surrendered to the Qing court on the surface, and its activities were mainly in the north. Although it also had its own territory in Shanghai, it was mainly focused on the development of economic and trade. On the one hand, it did not have any contact with political forces and only had certain interactions with students. Therefore, although these groups wanted to have some contact with the East China government when they were in China, they could not find any opportunity, but they did not expect to meet representatives of the East China government in Japan.

Xia Simin was of course very happy. He also introduced the situation of the East China government in detail and clarified some misunderstandings about the East China government, which shows that the East China government was just arguing with the Qing court in a famous discussion, and was completely an independent political group within it, and had nothing to do with the Qing court. Moreover, the East China government was determined to overthrow the Qing court and re-establish a country.

So the Huaxing Association and the Restoration Association also hoped to visit Qingdao for inspection, and hoped to be able to travel as soon as possible. Xia Simin was naturally welcomed this and sent a telephone to Sun Yat-sen to ask if he had time to visit Qingdao. However, Sun Yat-sen was still in Honolulu, but he also replied to Xia Simin and selected representatives from the members of the Japanese Xingzhong Association to Qingdao.

After receiving Sun Yat-sen's reply, Xia Simin immediately began to prepare and first generate a power to the East China government to explain his activities in Japan, and to have agreed to visit the Xingzhonghui, Huaxinghui, and Liberationhui.

Soon Xia Sibu received a reply from the East China government, welcomed the visits of these groups, and also suggested that each group send 2-3 main person in charge and 3-4 entourage personnel to control the total number to about 20 people, because both sides have first contact and have a mutual understanding. If there are too many people coming, it will be inconvenient for communication. After having a considerable understanding between each other, a deeper exchange will be carried out. At the same time, the East China government also promised to bear the cost of food, accommodation and distance between all personnel from Qingdao.

The Xingzhong Association, Huaxing Association, and the Restoration Association also believed that the proposal of the East China government was very good, so after consultation, each group association decided that the representatives of the Huaxing Association were Huang Xing, Chen Tianhua, and the representatives of the Restoration Association were Xu Xilin and Qiu Jin, while the representatives of the Xingzhong Association were Zhu Zhixin and Ma Junwu. There were 4 entourages in each group, and there were two Japanese, Shu Hirayama and Taotian Miyazaki. These two were under the Japanese politician Inukai Yi. At that time, they had a deep friendship with the Chinese revolutionaries in Japan, and this time it was Inukai Yi who asked them to join the revolutionaries and visit Qingdao.

Inuyasu is a politician who advocated the implementation of civil servants and imitated European countries to establish a party system. He served as Minister of the Cultural Affairs Department of the Shigeon Okuma Cabinet in 1898. After the fall of the Shigeon Okuma Cabinet, Inuyasu withdrew from the cabinet and served as a member of the House of Representatives. This time, Heiyama Shu and Miyazaki Tooto went to Qingdao, hoping that the two of them would observe the situation of overseas Chinese from another perspective and judge their attitude towards the Russo-Japanese War. Although Inuyasu is not a member of the cabinet now, he is also concerned about Japan's national destiny. Now the Russo-Japanese War is related to Japan's national destiny, and Inuyasu is also very concerned about it.

At this time, there was no direct route between Qingdao and Japan, so everyone first took a boat to Shanghai in Yokohama, and then transferred to Qingdao by Shanghai by passenger ship from the East China government. Moreover, the East China government had notified the Shanghai office to take over and arrange for them to take the boat to Qingdao, so Xia Siben did not worry about anything.

Everyone disembarked in Qingdao. The East China Government receptionist prepared the carriages and waited for them at the port, and sent them to the hotel where they were staying. That night, Qin Zheng, on behalf of the East China Government, arranged a banquet to receive everyone, expressing his welcome to visit the revolutionary group associations and hoped to cooperate with the Revolutionary Group Association to plan major events. At the same time, the East China Government first arranged three days of visiting for the revolutionary group associations, so that they could have a more intuitive understanding of the East China Government and then hold talks.

After listening to the arrangements of the East China government, the revolutionaries also thought that such arrangements were good. After all, they had only heard about the situation of the East China government before, so they were half-believing and half-doubted. Through visiting, they could have a general understanding of the East China government and hold talks, and they could have a clear understanding of the East China government.

On the first day, the revolutionaries were first arranged to visit the warships. This was a ten thousand-ton armored cruiser built by the East China government. However, revolutionaries basically had considerable cultural knowledge and a certain world outlook concept. Most revolutionaries lived in Japan for a long time. Although Japan's current industrial level can only be considered second- and third-rate, not only is it far inferior to Britain, France, Germany, and the United States, but even Italy and Austria, it is also a modern industrialized country after all. The appearance and social composition of the entire country are quite different from those of agricultural countries like the Qing court, so the revolutionaries still have a certain understanding of industrial countries.
