Originally, Japan did not intend to send people to participate, but some people in Japan believe that Japan should not be too stale with the East China government at present, and it is also beneficial to Japan to exchange experience in plague prevention and control. Two organizations in 22 countries sent 87 medical experts and 132 assistants. In addition, the East China Government attended the meeting, more than 200 people participated. Before the meeting began, the meeting organizing committee first sent their agenda and relevant information on the plague so that representatives of organizations from various countries could understand the content of the meeting and at the same time reassure them that this meeting only discusses medical content and does not involve other aspects.

The chairman of this meeting was Zhou Weiying, and the vice chairman included Liu Xueming and Wu Liande. The process of the meeting was: 1. The East China Government introduced the prevention and control of the plague; 2. The construction achievements and development and standardization of the medical and health system of the East China Government; 3. Representatives of various countries and organizations made speeches; 4. The conference declaration was issued. On April 10, the Shanghai Medical Conference officially began. Wu Lien-te said: "Some, we tested the saliva of 24 plague patients and found Bacillus plague. In addition, we also conducted experiments. Put a piece of cloth in front of the plague patients, so that the patient could breathe deeply, wheeze, cough, and then tested the cloth. Bacillus plague was also found. This proves that our speculation is correct. This pneumoplague can be transmitted through droplet breathing."

Wu Lien-teh also said: "However, this plague virus can be removed with alcohol. We have also conducted experiments. Alcohol with a concentration of 70-80% can kill these viruses within an hour. Therefore, where the virus is found, the hospitals that treat this plague patients, and medical staff who have close contact with the patients can use alcohol with a concentration of 70-80% for disinfection, which can basically ensure safety."
