These are all good aspects, but the problems in the Northeast are still very serious. At present, the problems in the Northeast can be roughly divided into four aspects. The primary problem is of course the threat from Russia.

The second is the bandit problem. Although East China ** has achieved remarkable achievements in the bandit suppression work in the Northeast region, the bandits have not been completely eradicated. Although the large bandits have been wiped out or broken into pieces, there are still a large number of small bandits. They dare not operate in big cities, counties, important villages, and villages, but they can still rob and harass them in remote small villages, which is more difficult to deal with than before. Because the Northeast region is vast and sparsely populated, there are many mountains and dense forests, and there are too many places for bandits to hide. It will take a considerable time to completely eliminate the bandits.

Moreover, in the face of such small groups of bandits, dispatching the People's Army to fight for the expedition is really a killer. Moreover, it is not normal for regular troops to participate in domestic combat too much, and it will also reduce its combat effectiveness. After all, the intensity of this kind of combat is too low. In addition to accumulating a certain amount of combat experience for new recruits, it is really of no benefit to the army. In the old days, the US military was trapped in a public security war, which led to major misunderstandings in the entire military thinking, and created a batch of flashy and poorly effective weapons, such as Zumwalter-class destroyers, coastal combat ships, etc.

However, the police's strength is not enough to deal with bandits. The main function of Bijing police is to maintain social order rather than fight. Therefore, Qin Zheng suggested that an armed force should be established that is specifically responsible for the country's internal security and security tasks.

In fact, this is also a common issue in East China. At the beginning of the establishment of East China, Shandong also faced serious bandit problems. Some people suggested establishing a National Guard to protect internal security tasks. However, the People's Army had just been formed at that time, and even the Marine Corps was not established. And they planned to use bandits to let the People's Army practice, so the establishment of the National Guard was put on hold. However, the current situation was very different from when East China was first established. So whether to establish a National Guard must be carefully discussed.

The third problem facing Northeast China is Mongolia. Now the East China has actually occupied the Mongolian region. For example, Manzhouli, which is heavily guarded, it is inevitable to have contact with Mongolian forces. Now the Mongolian region is deeply infiltrated by Russia. Since it is in Outer Mongolia, almost all the upper forces are pro-Russia, and the momentum of independence is strong. They are quite hostile to China and East China. When the People's Army fights with the Russian army, Mongolian forces assist the Russian army in fighting. Although Mongolia's forces are now restrained, mainly because they are shocked by the combat effectiveness of the People's Army, and the Russian forces behind them are not strong enough, in the long run, Mongolia has always been a major threat to the Northeast region.

In the old time and space, after the Russo-Japanese War, armed forces such as Taoke Taohu, Baiyin Dalai, and Yash, supported by Russia, invaded the Northeast for a time. Therefore, after the war, Russia is likely to adopt similar tactics, not directly as enemies of the East China **, but instead support the Mongolian forces as enemies of the East China **, and support the Mongolian forces colluding with bandits in the Northeast, constantly causing trouble for the East China **. Then, we must now make preparations in this regard and formulate corresponding countermeasures.

If the first three problems are still just external problems, then the fourth problem lies in the internal situation of East China, which means that the staff is seriously insufficient.

Insufficient manpower is divided into two aspects. First, the population of the Northeast is insufficient. According to the official figures of the Qing court, the population of Liaoning in this era was 15 million, Jilin was 3.2 million, and Heilongjiang was 1.2 million. The population of the three provinces was not as large as Shandong. The official figure of the Qing court was that Shandong Province was 30 million, while the census of East China actually reached 35 million, accounting for about 20%.

Moreover, the Northeast region not only has a small population, but the population distribution of the three provinces is also extremely uneven. The small Liaoning Province, the smallest area, has the largest population, three times that of Heilongjiang and Jilin provinces, but the area is only about 1/5 of that of the two provinces. The two provinces of Heilongjiang and Jilin provinces have few populations but huge places, so there is a huge labor gap.

Although the East China ** used the captives captured and arrested a large number of people from Japan to temporarily alleviating the labor shortage in Heilongjiang and Jilin provinces, this is not a long-term solution. Firstly, only a large number of people who can settle in Heilongjiang and Jilin provinces can effectively change the population of the two provinces and drive the development of local economy. Although they can open up land and farm and carry out infrastructure construction, the role of driving local economic development is not great. After all, they are not residents, they do not have normal income, and their consumption capacity is limited. Secondly, this group of people are all foreigners, and most of the time travelers are not extreme nationalists, but they are still difficult to trust foreigners, because they are Japanese.

To fundamentally solve the problem of small populations in Heilongjiang and Jilin provinces, we can only rely on immigration to solve it. The famous breakthrough in Guandong in the old time and space was a large-scale immigration operation to the Northeast region. It has been carried out for decades, and the main immigrants came from Hebei and Shandong provinces, and some of them were Shanxi. For example, Zhang Zuolin's ancestral home was Nanzhao Fufengzhuang, Dacheng County, Hebei Province. His great-grandfather Zhang Yonggui was during the Daoguang period. Due to floods, he brought his children to Guandong to make a living and came to Linghai, Liaoning to establish himself, open up wastelands and farm, and support his family.

Originally, after the Russo-Japanese War, a storm that would break into Guandong would be ushered in. The average number of immigrants to the Northeast each year was between 500,000 and 600,000, which is still a number under a huge mortality rate. After all, immigrants basically rely on two legs to walk, and there is no guarantee along the way. Most immigrants are rushing to the streets while begging for food, so the immigration process is quite dangerous. However, history has changed now. Although Shandong Province basically does not immigrate to the Northeast on a large scale, there will still be a large number of immigrants in Hebei and Shanxi. The East China ** should come forward to do a good job in immigration organization, reception and settlement, so that the death of immigrants can be reduced. Of course, relying on immigration to change the population structure of the Northeast is a long-term process, at least a 10-year cycle.

Another aspect of insufficient staff is that there is insufficient management staff in East China. There are now about 400 non-military crossings in the Northeast, of which 200 came to the Northeast in the past three months. According to the Qing government's administrative division of the Northeast region, there are 26 prefectures, 8 prefectures, and 58 counties in the three northeastern provinces. In addition, East China has to establish a large number of farms, so a large number of grassroots officials are needed.

According to the current situation in Shandong Province, local officials at the county level are all time travelers, and naturalized people are only subordinate members of time travelers. Even if they are led by five time travelers in one prefecture and three time travelers in one county, the number of time travelers in the Northeast is obviously far from enough. Moreover, most of the time travelers and naturalized people in the Northeast had not been engaged in local management before, and now they are also on the shelves. Even so, the East China can only ensure that 3-4 time travelers are in charge in one prefecture, and then they are under the supervision of about 20 naturalized people, and the People's Army has to use a considerable number of local officials, officials and others from the Qing court. In addition to a few important county towns, general county towns can only be managed by the army, or temporarily managed by local officials from the Qing court.
