Chapter 98, Colonial Indigenization - Forbearance for the Nation

Vienna, after a long political game, on August 21, 1866, the African localization strategy was finally submitted to the New Holy Roman Empire Parliament for discussion in a formal proposal. The time has come to determine the fate of the empire.

If it is passed in the Imperial Parliament, Africa will become the century-old strategy of the Shinra Empire, and even the national center of gravity may shift.

The comedy thing like the European Emperor becoming a Non-Chief will be staged in the 19th century.

Franz is not perverted, he has done enough. Once the African localization strategy is passed, it will have too much impact on the future, and there are good and bad things, and this strategy may even fail.

In this case, Franz naturally would not force his approval of the bill. The most suitable thing for such a thing is the Imperial Parliament. Staying for so long is to allow the colonial interest groups to display their magical powers and persuade the governments of major states.

According to the Shinra Constitution, this major national policy must be supported by 80% of the members of parliament before the proposal can be passed.

There is no doubt that the third country of Württemberg, Bavaria, and Lombard are definitely supported. As long as they still want cotton from the African continent, they cannot stop the process of localization in Africa.

The resistance mainly comes from within Austria. The most likely impact on African localization is the Hungarian and Romania, which are the two major granaries in Austria.

In the Parkren Manor, representatives from all parties who promoted the localization of African colonies gathered together to counter the business. In exchange for the support of the opposition, Baron Ficney proposed:

"Everyone, the biggest opposition now is the peasants in the country. This group is large and the empire has to consider their opinions.

I propose to make a commitment in the Imperial Parliament that Africa renounces the right to export food to Europe in exchange for support from the domestic peasant class.”

Not impacting local agriculture is a countermeasure that Baron Fickney has thought about. At present, the grain output of Austria Africa is not high, and it is basically self-sufficient, with an annual export volume of less than 500,000.

This is not a government restriction, it is mainly determined by economic benefits. Cultivation crops are obviously more prosperous, and everyone knows how to choose for the sake of money.

"His Excellency Baron, now in the African country, there are few people who grow food, we can make this promise.

However, with the increase of immigration, the developed land is also increasing. If the grain industry is abandoned, the competition will be very fierce in the future."

The objection was Earl Daniel, one of the few major grain producers on the African continent. Don’t look at low grain profits, but the victory is guaranteed.

The prices of cash crops fluctuate greatly. Although the profit is relatively large, if it is not good, it will be unsalable. On the contrary, the prices of grain are relatively stable.

Because the Polish region has become a battlefield, the Russians have lost one granary, and international food prices have increased by eight percentage points in the past two years.

After the price increase, the profits of grain have already caught up with the cash crops. Earl Daniel is expanding production capacity, so he naturally does not want to lose the big European market.

Baron Ficney patiently explained: "This is a future problem. The most important thing now is to change the status of the colonies first and let the African localization bill pass.

The domestic population is growing rapidly. In order to develop the African continent, the Vienna government is also preparing to introduce a bill to stimulate population growth.

With the increasing population, the demand for food is also increasing. If the local population doubles, then we don’t need to push it, the imperial government will take the initiative to let us deliver food."

If fertilizers were not invented, Baron Ficney's prediction would soon become a reality. With the current domestic population growth rate, the population of the empire will double in more than 30 years.

The direct consequence is that Austria will transform from a grain exporter to a grain importer, and then all Europe will have food shortage except the Russians.

This beautiful prospect is to stimulate their investment in farms and plantations. Perhaps it is not as profit as industry, but they are a long-term transaction, and the life cycle of a factory is less than ten years.

In the German region, the land has always been narrow and densely populated. In this context, people attach great importance to land, and many people firmly believe that land will not depreciate.

After the colony was opened, this concept was hit to a certain extent, but most people still believe that land is the most valuable industry.

This is also why the farms and plantations in the Austrian country are everywhere in Africa, while the African colonies of other European countries are mostly wilderness.

It’s not that governments are not working hard, but the problem is that immigrants are unwilling to farm, so what can they do?

After hesitating for a while, Count Daniel nodded and said that he had to default. At worst, he could cut grain production and switch to economic crops, which was not a big loss.

He was still willing to pay for the price of the African colonies. In order to turn the lifelong nobles into hereditary fiefs, he had invested too much, and he would never have trouble at this time.

...

On September 1, 1866, just as the Imperial Parliament was quarreling, the representative of Austrian Africans made a promise in the Imperial Parliament: after the localization of African colonies, they would not export food to the European continent, which would impact international food prices.

The turning point has emerged, and even the MPs who are the most opposed to African localization have no objection at this time.

As long as the domestic food prices can be kept from impact, everything will be easy to negotiate. As for other industries, African colonies are not qualified to impact Austria.

Under Vienna's large immigration strategy, Austria Africa does not have so much cheap labor, labor costs are higher than those in the local area, infrastructure is just starting out, and there is no industry at all.

There is no need to worry about the future. Franz probably will laugh when he can develop the African continent to the point where he catches up with his local area.

At worst, the European Emperor will become a non-capitalist, and it will be beyond his consideration if it has such a large foundation that can support the empire's century-old hegemony.

The world is changing so fast, who knows when humans will break out of the solar system one day, or if the civilization dies early due to bad luck?

The biggest obstacle no longer exists. On September 1, 1866, the proposal for localization of the Austro-African colonies was passed unanimously in the Imperial Parliament.

The commitments of the delegations were also written into the law and became one of the prerequisites for localization.

From then on, the legal obstacles to the localization of Austrian overseas colonies were cleared. Of course, this is only the first step. It still takes a long way to go to localize colonies.

It is impossible for any remote corner to have localization qualifications. The specific restrictions require careful study by the government.

The decision of the Imperial Parliament spread out through newspapers, spreading from Vienna to Europe and the world. Franz was in a good mood and wrote an article titled "Unforgiving for the Country", which highly praised the practice of the Austrian African delegation.

This is his real idea, it is not Franz's remote control behind the scenes, but a decision they made themselves.

This concession may not have paid a large price, but the effect is very obvious, which dispels the concerns of the domestic peasant class. This group may have a low political voice, but they are numerous.

Nowadays, the agricultural population in Austria is still nearly 30 million. Only when this group is stable can the empire be stable.

Now all the problems have been solved. As long as the food prices are not affected, the majority of farmers will naturally not oppose the expansion of the empire.

The birth of "Part of Forbearance for the Country" was quickly sought after by people from all walks of life, and became a propaganda slogan for many countries.

This is not how high Franz's article is, nor is it a flattery. It is mainly political correctness, which helps eliminate regional conflicts.

Of course, this is based on the premise proposed by Franz. If it was proposed by ordinary people, the waves would probably not be able to splash.

This is the privilege of the successful one. Just look at the map of Austria. Now he is one of the greatest monarchs of the present.
