Chapter 19, Controlling Mortality

The lack of labor in the colonies was a bit beyond Franz's expectations.

Originally, he thought that after so many immigrants, the labor force would be enough, but reality was very slap in the face. Most of these immigrants were gold diggers, and it was too embarrassing to let them go to work peacefully.

Everyone wants to get rich all the time. Unless their dreams are shattered, it will be difficult to settle down. Even if they are sedate, there will not be many people willing to go to mining.

Franz doesn't worry about the shortage of gold miners. That's the mine boss's business. I believe these people can definitely use their subjective initiative to solve this problem. If it really doesn't work, they will dig it slowly, but they are not in a hurry.

The main purpose of immigration is to open up plantations, establish an agricultural economy locally, and provide raw materials and markets for domestic industrial and commercial production.

Prime Minister Felix said: "Your Majesty, our immigration speed is already very fast, and the insufficient labor force in the colonies has affected our plans to develop the African continent.

The German region has overpopulation, and every year, a large number of bankrupt people choose to immigrate overseas, and a large number of them are worried about the travel expenses of immigrants.

Many immigrants who go to the United States have to sign labor contracts in advance, and the employer advances the travel expenses. This contract is usually unequal and is signed by everyone because of their livelihood.

If we promise to reimburse the round-trip tickets, I believe many people are willing to try their luck in Africa, and they should be able to leave many people behind."

Franz thought for a while and said: "It is easy to increase immigration, but how can we control the mortality rate? Although we have formulated strict hygiene regulations, we are not doing well in terms of implementation.

Now immigrants who are heading to Africa have a mortality rate of as high as 3% within one year. This number is too high and must be reduced.

We used to attract immigrants to develop the African continent. Such a high mortality rate would definitely greatly reduce everyone's enthusiasm for immigration."

The high death rate of immigrants in the colonies is largely due to accidents, and disease is one of the killers.

Among them, AIDS, respiratory infections, diarrhea and malaria were the main ones, so Franz convened hospital experts and formulated epidemic prevention measures at the beginning.

Respiratory tract infection can be skipped. This disease is mainly aimed at middle-aged and elderly people. Early immigrants are young and strong, and this problem can be ignored. Anyway, the average life expectancy of most countries is less than 40 years old.

Diarrhea is mainly due to poor diet, and nutritional packages have been specially formulated for this purpose. Of course, only military and colonial government officials can enjoy it. The government cannot supervise the food, drink, defecation and urination of ordinary immigrants.

The carriers of HIV virus are local indigenous people. In theory, as long as immigrants and local people are prohibited from close contact, there will be no problem.

With the advent of the industrial age, quinine can be produced on a large scale after 1850, and the mortality rate of malaria has dropped.

In order to reduce the spread of diseases, such as mosquito nets, mosquito coils, and cordyceps... have all entered the logistics equipment and are distributed to immigrants for free in the early stage.

Theoretically, if immigrants strictly enforce safety and health regulations, the mortality rate caused by the disease cannot be so high. Most immigrants today are young and strong, and their resistance is much stronger. Under normal circumstances, the mortality rate will not exceed one percent.

Don’t think that the difference is only two percentage points. The gap will be big when the population base increases. If the immigrants are old and weak, the mortality rate will double.

Disease causes death only part of the disease, and other factors must be considered to complete the death of immigrants. For example, in addition to disease, gold diggers are fighting with people outside, which is the second biggest factor of death.

According to preliminary statistics from the colonial government, the mortality rate in the first year of immigration is as high as 58. Such a high mortality rate directly makes the natural growth rate of the local immigrant population negative.

Other accidents can naturally fall when the local situation stabilizes.

The high incidence of disease mortality has become a top priority. If not controlled, the colonial population will grow negatively for a long time in the future, and it will be supported by foreign immigrants.

Can the disease mortality rate be effectively controlled? The answer is: Yes.

It can be seen from the different population mortality rates of each immigration base.

The first new Brook was opened, with a disease mortality rate of 14; while the later colonial strongholds opened in Ghana had a disease mortality rate of 39.

The main reason for this situation is that all the early immigration was led by the government, and everyone enforced the safety and health regulations; later immigration entered spontaneously, and government supervision was not in place.

If this situation does not change, the high mortality rate will definitely cause panic, and it will be difficult to attract immigrants at that time.

Colonial Minister Josep Yelachichi explained: "Your Majesty, the current immigrants come from all over the world and often appear in the jungle, so it is difficult for the colonial government to effectively supervise them.

If our supervision is too strict, some civil colonial teams may choose to leave their strongholds in other countries to settle down."

Franz said seriously: "If they want to leave, let them leave. On our territory, we must obey our rules.

The security regulations will be popularized and enforced in all colonial strongholds. Violators will be fined, and those who fail to change will be fined.

In short, no matter what measures the colonial government takes, I must control the disease within a certain range.

Starting next year, the disease mortality rate of immigrants must be limited to two percent.

If the seven countries negotiate and reach an agreement, the annual death rate of immigrants next year must also be limited to less than 4%.

Within three years, the annual mortality rate of immigration must be suppressed to within 3.5%. If you can't do it, you can get out of here in advance.

The cabinet is working hard to get some people based on the completion status of each region, and those who should be promoted will be removed from office. If they can’t do it, they will change to another group of people. We are short of all of them, but we are not short of those who can be officials!”

If bureaucrats do not put pressure on them, don’t expect them to achieve results. Franz did not do it at once, but did it in time.

Now the mortality rate of colonial immigrants in Britain and France is basically limited to less than three percent. Of course, the exception is the Gulf of Guinea, and the mortality rate caused by going out to find gold mines is too high.

If it is only active in coastal areas, then the goals set by Franz for them may be three percent.

As for the lower level, Franz doesn’t want to ask for it anymore. Let’s wait until the medical staff increases and the medical technology level improves!

In the era of lack of medical equipment, doctors mainly rely on experience and personal knowledge accumulation, and the training cycle of doctors is inevitably very long.

After Franz succeeded to the throne, the Vienna government has stepped up the training of medical talents, and the earliest students have one year left to graduate.

In order to improve domestic medical conditions, local doctors were trained in short-term, and traditional bleeding therapy was eliminated, allowing them to receive new medical knowledge.

The overseas colonies really don’t care about them. The doctors of this era are all middle-class. People don’t want to go there, and the government cannot force them.

Now we can only guarantee that there is a hospital in one colonial stronghold, and the number of doctors in it is often only two or three, and a few apprentices will open for business.

The problem of insufficient medical resources will take several years to resolve. Starting next year, Austria will have 12,000 rookie doctors every year, leaving campus and entering the medical system.

With the traditional way of apprentice doctors, Austria will add 20,000 doctors every year, which can greatly alleviate the problem of insufficient medical resources.

In contrast, the training speed of nursing staff is much faster. A group of people is trained in two or three years, each time 20,000 to 30,000 people are trained.

These people are mainly nursing. In an era when the number of doctors is severely short of the number of doctors, they can still sell medicines based on the patient's symptoms.

If a wrong judgment causes adverse consequences, then it is a pity that you can only be considered unlucky. This era is so cruel, and the medical conditions are at this level.

Prime Minister Felix replied with a tough bullet: "Yes, Your Majesty!"

He hesitated for a moment and added: "Your Majesty, since we want to cultivate the safety and hygiene awareness of immigrants, then we should start from home!

Before, we were just advocating everyone to abide by the safety and hygiene codes, but we did not force them to be enforced. It is better to formulate a law now to force it to be promoted among the public.

As long as everyone develops good habits, they will consciously abide by the rules when they arrive in the colony."

Compared with the strong mobility in the colonies and difficult to enforce, it is much easier to legislate and promote safety and health codes at home.

The newspapers have been publicized for a long time, and most people have already agreed with the concept of "safety and hygiene", but accepting it is another question whether it can be followed.

The current enforcement of the law is undoubtedly further promoted based on the previous basis.

"Yes, domestic safety and health education is also necessary to strengthen it."

In Franz's view, this is a good thing that benefits the country and the people. Everyone abides by safety and hygiene guidelines, which is very positive for curbing the spread of the disease.
