Chapter fifty-seven, industrial regulation

The changes in people's hearts are the most difficult to understand. Franz naturally didn't know about the incident in Pace City. As an emperor, as long as the world is peaceful, the ideas of some people are not within his consideration.

By now, Austrian government bureaucrats have become accustomed to three major assessment indicators: education, stability, and economy.

The easiest thing to do is social stability, the government is strong enough, local powerful people are obedient, and some bad elements who destroy social stability can be dealt with.

Secondly, it is "education". The rules and regulations are there, and the Ministry of Education's plan is enough to promote step by step.

Of course, if you want to achieve results on this, you must adapt to local conditions and work hard.

The most troublesome thing is to develop the economy. The prosperous big cities are fine. Now the domestic economy is developing rapidly, and big cities are the main force of economic growth. Just formulate appropriate local policies.

The economic development in remote areas will be much slower. In some places, they will simply stand still. Even if bureaucrats want to work hard, they don’t know where to start.

The uneven regional economic development has become a problem that has plagued the Austrian government, but it is still an unsolvable problem.

Franz is powerless to do anything about this. Not to mention now, even a hundred years later or two hundred years later, these problems are still problems that plague countries around the world.

There are many factors that restrict regional economic development, including: transportation, resources, climate, geographical environment, population...

In contrast, the easiest thing to solve is traffic problems. At worst, it is road construction. As long as you are willing to invest, you can solve it sooner or later.

There are also ways to solve the population problem. Climate, resources, and geographical environment cannot be solved by manpower, and it cannot be solved at least in the 19th century.

Looking at the economic development report in his hand, Franz sighed helplessly.

Even though we know that the government's investment of a large amount of resources into big cities will aggravate the imbalance of regional economic development, we still need to continue to do it.

There is no way, and this will bring the highest return rate. If you invest in remote areas and you won’t even have a bubble, it will be desperate.

"Prime Minister, why is this investment in water conservancy projects all in plains?" Franz asked with concern.

Industrial development is in big cities, so there is no problem. Agricultural development cannot only consider plain areas, and many mountainous areas also have development potential.

For political reasons, when the government reinvests, it is necessary to take into account various regions.

Felix explained: "Your Majesty, it is mainly a problem of population distribution. At present, Austria's population mainly converges in plains, while other areas have relatively small populations.

From the perspective of resource optimization allocation, we will first concentrate our efforts on developing plain areas with large populations. Other areas have fewer populations and little competitive pressure, and the demand for water conservancy projects is relatively small."

Franz nodded. From the perspective of agricultural development, plains are more suitable for growing grain and have a greater demand for water conservancy projects.

It is more appropriate to plant cash crops in mountainous areas according to different geographical conditions.

Don’t think that growing cash crops will make more money. It is now the 19th century and the people’s living standards are limited. Except for a small number of industrial raw materials with high demand, most cash crops are not suitable for vigorous development.

The market demand for high-value-added agricultural products in this era is really small, and ordinary people cannot afford to consume them at all, and there are too few people with purchasing power.

Off-season agriculture is not necessary at all. The spontaneous production of farmers alone is enough to meet market demand. If you want to develop greatly, please consider it when you have money!

Franz thought for a while and said: "Make a national agricultural production report, and localities can pilot economic agriculture based on actual conditions, and gradually promote those with fruitful results. For example, raw silk can be planted in Italy.

In recent years, domestic grain production has grown rapidly. We must prepare for the future. If an accident occurs, it will be bad for low grain farmers to hurt them."

The more food production, the better. If the Holy Roman Economic Alliance had not been established, Austrian agriculture would have been overcapacity now.

In this context, it is necessary to promote some suitable cash crops in some areas.

In this era, the growth of the grain demand market cannot keep up with the growth rate of grain output. Blindly increasing grain output is not suitable for Austria.

"Yes, your majesty." Felix replied

Continuing to look at the report in his hand, Franz suddenly remembered the industrial pollution in later generations. He didn't want Vienna to become what it is now London.

Environmental pollution caused by industrial development is inevitable, but where pollution can be controlled manually.

For the sake of a better life for the second half of his life, Franz believes that it is necessary to limit the industrial development in Vienna, and even if it is sacrificed, the city's development speed will be spared.

Franz thought for a while and said, "Vienna is developing too fast. In a few years, the urban population will exceed one million. The population has increased, but the urban supporting facilities have not kept up. It will be a matter of time before problems arise.

Taking into account the actual situation, the government needs to find a way to divert some enterprises into other cities. Enterprises with higher pollution should not be placed in Vienna."

In Franz's view, it is very worthwhile to divert some of Vienna's resources and invest in other regions.

Vienna is an inland city. Concentrating a large amount of resources here is actually a waste of resources.

Urban development is not as big as possible, but more importantly, it is necessary to consider carrying capacity. In Franz's plan, there will be two or three million people in Vienna in the future, which is the limit.

Austria does not need a giant with a population of over 10 million, nor does it have the ability to carry such a megacity.

Prime Minister Felix thought for a while and said, "Your Majesty, capital inflows are all market regulation. Isn't it good for us to interfere with this artificially?"

In this era, the economies of European countries were naturally regulated by the market, and Austria was an exception, and the government personally intervened in economic development.

However, this kind of intervention is not achieved through administrative orders, but by formulating some economic development policies to guide the market, or through state-owned enterprises.

What Franz now proposes is to let the government interfere in the market through executive orders, which rarely happens around the world.

Franz shook his head and said, "If you explain it to the outside world, you will say that Vienna's carrying capacity has reached its limit, and the population growth rate is too fast, so our resource supply cannot be guaranteed.

Let the media publicize the adverse consequences caused by the rapid population growth, such as: the decline in per capita living area in cities, insufficient material supply, etc.

The government came forward to do work for the capitalists. Regardless of the factories that have been built, they were allowed to move to other cities before they were built.

Within the next five years, Vienna will no longer approve any factory to be established. Factory established must also be strictly reviewed and must not be engaged in heavy pollution industries.

Regarding the issue of corporate pollution, the government can set a level based on the harm to the environment and optimize the configuration during factory construction.

With the development of industrial technology, the heavy pollution industry in the future will continue to increase. If comprehensive consideration is not made, a factory may destroy a city."

Vienna is the political, economic and cultural center of Austria. Franz does not want to add another industrial center.

There are more cities in Austria that are suitable for industrial development than Vienna, so there is no need to let factories move in in groups.

If you want to invest in Vienna, just forget about building a factory. From now on, Franz will no longer welcome it.

It is much better to refuse entry now than to build a factory in the future and then drive people out.

The problem of environmental pollution has not been realized in this era. In other words, the harm caused is not serious.

"Your Majesty, isn't that serious? Can a factory destroy a city?" Prime Minister Felix said incrediblely

"Is this difficult? For example, if our steel plant has a large enough production capacity, just the industrial wastewater discharged can pollute a river.

If the water source of a city is polluted, can the city still exist?" Franz asked back

This is not an exaggeration. Because of the pollution of water sources in later generations, there were no more than one or two cities that were destroyed in the end.

It does not mean that industrial wastewater discharged into rivers will only pollute river water. In fact, groundwater is also not spared.

Other places will be polluted, but Vienna cannot. Franz is not prepared to move the capital, so preventing problems will become an inevitable choice.

The pollution in Vienna is not serious yet. If it lasts decades, it will not be certain. With the development of the chemical industry, chemical factories are excavated one after another, and the consequences will be serious.

London is a negative example. At its peak, tens of thousands of people died of smog every year. In that environment, Franz couldn't live, so if he had changed, he would have moved long ago.

"Yes, your majesty." Felix replied

If you can't understand it, just go back and understand it slowly. Anyway, the concept of serious consequences of "environmental pollution" has been remembered by him.
