Chapter Thirty-One, Budget

After Christmas, the next annual budget meeting of the Austrian government begins again.

In fact, by this time, the budget battle between various departments has ended, and now it is only the last round of determination.

If the budget is really determined, it is estimated that in the last few days, it will be too late to review the project information prepared by everyone.

Prime Minister Felix submitted a report to Franz, saying: "Your Majesty, this is the annual budget plan for 1850, and the main expenses mainly include: military expenses, government administration, education expenses, land redemption funds, infrastructure construction, and cultural unification.

Among them, military expenditures fell by 27.% compared with 1849, while education expenditures increased by 31%, cultural promotion expenditures increased by 32%, government administrative expenditures increased by 9%, and infrastructure construction expenditures increased by 44.5%.

In general, except for the decline in military spending, other expenses have increased significantly. Except for land redemption funds, this thing has not been done before.

While spending increases, government fiscal revenue also increases, otherwise this budget would not be possible.

Franz took the budget report and just glanced at the budget summary table.

Military expenditure was 61.5684 million rupiahs, including 10.6523 million rupiahs and 50.9161 million rupiahs.

The war was over, and disarmament was completed in 1849. By 1850, it was normal for military expenditure to drop significantly.

However, the only thing that has dropped is the army's military expenditure, which has increased by 1.5 million gulf from the previous year. It seems that the colonial faction in the government has grown stronger.

Education funds were 68.5094 million rupiahs, of which 40.1641 million rupiahs were 40.5632 million rupiahs were 20.5632 million rupiahs were 20.5632 million (including scientific research expenditures in college laboratories), and secondary education funds were 7.7821 million rupiahs were 7.7821 million rupiahs were 7.7821 million rupiahs were 7.7821 million rupiahs were 7.7821 million rupiahs were 7.

The cost of education is much lower than Franz estimates. On the one hand, compulsory education is still popular and has not been completed; on the other hand, families with conditions have chosen a paid school with better educational conditions for students.

On the surface, the Ministry of Education allocates the same educational funds for all students in compulsory education stages. In fact, compulsory education schools also provide students with free three meals, school uniforms, and accommodation.

A child’s expenses are not large, but the amount of money is also a considerable expense. It is estimated that the expenses of 10 million gulf are reduced in this regard.

Infrastructure construction funds were 48.2038 million rupiahs, including 20.152 million rupiahs for railway construction, 15.416 million rupiahs for post-war reconstruction, 10.2632 million rupiahs for urban infrastructure renovation, and others...

There is no way to do this. Some railways have no commercial value at all, but they have important military value and still have to be repaired.

Later generations criticized the Austro-Hungarian railways for taking care of the military and influencing business.

In order to avoid this situation, the Austrian government can only pay for the construction of such a railway, and rely on private investment, it is estimated that the work will not be launched in the next century.

Fortunately, these railways are not long, usually only 180 kilometers, the longest one is no more than 400 kilometers, and the total mileage is only 2,000 to 3,000 kilometers.

4.23-0.748-1.58=243.2 million rupiah

There are also the salaries of corporate managers, which can actually be deducted from the profits contributed by state-owned enterprises, but they are merged.

The estimated fiscal revenue in 1850 was 230 million rupiah, and the estimated total government revenue was 480 million rupiah, including land redemption, tithes tax, profits paid by state-owned enterprises, rent and sale of real estate properties, etc.

Subtracting the budget of 423 million, it seems that there is a fiscal balance?

In fact, this is impossible. The Austrian government still has debts, and these are all repayable. So far, the Austrian government has owed bank loans, various debts, and corporate and personal debts, totaling 542 million rupiahs.

All of this money needs to be repaid on time. In theory, if no changes occur, the Austrian government will achieve a fiscal balance.

These are just ideal states, and in the end, they will know whether they are surplus or deficits. This is the time next year.

In 1848, the Austrian government achieved a fiscal surplus by raiding homes, and in 1849, the Austrian government experienced a fiscal deficit of 7.2568 million rupiah.

This number doesn't look big, but it's a problem if it continues for a long time.

Especially at the critical moment when the Crimean War was about to break out, I owe the debts of Britain and France, and I will inevitably be affected in diplomacy.

This point has been reflected in history. The Austrian government turned to Britain and France, and this was the factor. The French relied on loans to pull Russia away from the Three Emperors Alliance.

Unless you learn from the Kingdom of Prussia, you should first ow debts to develop, and when the development is almost done, you will start a war. If you win, you will naturally have money to pay off your debts. If you lose, you will naturally be finished.

Austria has a strong family background, and Franz is not going to be a gambler. This is the strategy of the rise of small countries and is not applicable to big countries.

Franz thought for a while and said, "Finance budget, just follow the above! Leave a budget of 20 million rupiah as a special fee to deal with emergencies."

Cut budget?

The content of this budget report has been reported by various departments here for a long time. Unless it is best to exceed the limit, Franz will not cause trouble.

"Yes, your majesty." Prime Minister Felix replied

Facing a strong monarch, the ministers naturally cannot become strong. The monarch has a natural advantage when the monarch and his ministers are not equal.

When the regent was first started, Franz had to use Metternich as a foreign minister to check and balance Felix, a strong prime minister. After more than a year of running-in, this situation has changed completely.

...

Without waiting for the German Federal Parliament to send a negotiating mission, under the strong pressure of Russian Foreign Minister Carl Woeselrod, the Prussian army withdrew from Denmark on January 6, 1850, including the abandonment of the two principalities of Schleswig-Holstein, which had been obtained.

Everyone knows that the next day was the Russian Christmas. Nicholas I suppressed it for so long, so naturally I needed to vent.

As a confidant, Carl Wocellod naturally wanted to offer a gift on this special day, and the Prussian government unfortunately fell into the background board.
