Chapter 5, Swiss Mercenaries

Regardless of whether the military wants it or not, Austria's disarmament resolution was determined. The government's focus has shifted from military to local construction.

Above this, the more important national policy is compulsory education. In order to mobilize the enthusiasm of bureaucrats, Franz decided to adopt the assessment system.

That is, link the effectiveness of compulsory education with the promotion of officials.

The core here is the promotion of Austrian. After all, the purpose of this compulsory education is not simple, but mainly to unify language and culture and lay the foundation for national integration.

"Have the assets purchased from the church been counted?" Franz asked with concern

Chancellor of the Finance Department Carl replied: "Your Majesty, it's still under statistics. Many of the assets here are complicated and difficult to value.

Preliminary statistics include approximately 4.78 million hectares of land, including arable land, forest land, grassland, etc.; own 86 large and small mines, including gold, silver, copper, iron, coal and other minerals; own real estate shops and residences..."

Franz nodded. These assets are indeed difficult to value. The cash, antiques, calligraphy and paintings have long been divided up by clergy.

Even if there is a legacy of art, it will be placed in the church, and the Austrian government cannot take it.

Many of these real estates have become private property of certain clergy, but under the pressure of the Austrian government, they were forced to hand over them out.

This is impossible for them to choose. The real estate cannot be hidden at all. If they do not hand it over, they will go to the Pope to act as a suicide squad.

"The value of these assets is slowly counted, and I will first estimate the annual income. How much is it?" Franz asked.

"It's about 80 million gulfs, and the profit is very stable and there will basically be no big changes." Carl replied

This number did not arouse everyone's surprise. Since ancient times, religions have been wealthy units, especially in Europe's monotheistic system, where churches are often much richer than governments.

They have many privileges, such as the church industry is exempt from taxes and can freely control the fundraising of believers.

This was after the religious revolution. If the church had controlled most of the European continent in the Middle Ages, the kings and emperors had to rely on them.

"Where is the tithe?" Franz continued to ask

By the mid-19th century, Austria's tithes were not exclusive to the church, and both monarchs and great nobles would share their benefits.

After changing to an education surcharge, the money will directly enter the Ministry of Finance's pocket, so naturally there will be no sharing.

Titles originated in the Old Testament era and have continued, mainly targeting agricultural products, including grains, wheat, fruits, vegetables, animal husbandry, etc.

The tax rate is fixed at 10. As far as Franz knows, even in the 21st century, there are still some places that are collecting this tax.

The earliest abolishment of the French was abolished in the Revolutionary Period in the 18th century, and European countries were also abolished one after another in the 19th century, and the British received it in 196.

"Your Majesty, the Austrian tithe tax is about 80 million to 100 million rupiahs, but considering the actual situation, we may not be able to directly change to the education surcharge." Carl thought for a while and said

"What's the reason?" Franz asked

"Your Majesty, all Austrian citizens of compulsory education benefit together. If we collect surcharges for education, it will be unfair only for farmers and nobles who own the land." Carl reminded

Franz instantly understood that the name of taxation cannot be changed randomly, and social influence must be taken into account.

If it is changed to an education surcharge tax, it must be collected for all industries, otherwise you should not expect the nobles to pay taxes honestly, which can easily arouse social conflicts.

If Austria charges education surcharge tax on all industries, then their other taxes must be cut, otherwise it will exceed their economic affordability.

On the surface, the meat is in the pot, so it doesn’t matter if you change it, but in fact it will be difficult to implement it.

First of all, the working class who could not afford this tax was the lower class. Their income was limited, so they finally loosened their bonds. Then they had an education surcharge tax, and they were immediately beaten to the prototype.

This kind of thing is definitely not something that can be done. Franz doesn't want to commit suicide and throw away the people's hearts that have finally accumulated.

"What advice does the Ministry of Finance have to avoid this problem?" Franz asked with concern

Carl thought for a while and said, "Your Majesty, the Ministry of Finance recommends that the tithes will be collected by clergy, and there is no need to change the name. The Ministry of Finance will send someone to supervise it.

We can let His Majesty the Pope give all the tithes in Austria to the government and serve as education funds."

Well, the Austrian government is preparing to turn the Holy See into their subordinate institutions, and the church has done all the hatred.

Franz thought for a while and said, "Okay, the issue of education surcharge tax is put on hold first, so that the church can continue to impose tithes."

He really couldn't find a reason to refuse. For the sake of compulsory education in Austria, let the church continue to bear the blame.

Anyway, God is very powerful and can resist some complaints. He has been charged for thousands of years, and he doesn't care about charging for more than a few decades.

When will the Austrian government become rich, find a reason to abolish it.

It is not only the Catholic church that was targeted by the Austrian government, but other churches have not escaped.

However, these churches are not mainstream, have insufficient influence, and naturally have limited financial resources. They cannot plunder much wealth, which is not worth Franz's personal attention.

...

On November 2, 1848, at the invitation of Pope Pius IX, the Austrian government sent 80,000 troops to help mediate the internal rights disputes in the Pope.

This was naturally opposed by the reactionary bourgeois regime. The anti-Olympian movement in Italy rose again, and countless nationalists gathered in Rome in an attempt to shock the Austrian army with their actions.

The final result was that Pope Pius IX ordered the killing, and then the brave Austrian army sent them to see God.

On November 7, 1848, the Austrian army launched an attack on the reactionary regime, killing more than 8,000 people on the spot and capturing more than 30,000 people, severely attacking Italian nationalists.

The base of Italian nationalism was in the Kingdom of Sardinia. Unfortunately, the Kingdom of Sardinia was destroyed once by Austria, and the backbone of nationalist thought was severely damaged.

The Charlie Albert government, who had just returned to the Kingdom of Sardinia, was already scared and dared not to stumble again.

In order to protect their rights, they held the British and suppressed domestic radicalism, fearing that they would stimulate Austria and cause a catastrophe.

The disappointed Italian nationalists came to Rome, where they planned their final counterattack in an attempt to save their last base.

The ending was naturally tragic. Pope Pius IX returned to Rome and the first thing he did was to suppress these nationalists.

Pius IX was willing to unify the Italian region, but the prerequisite was that the Pope State led by him would unify. If this could not be done, then the first priority was to preserve the Pope State.

Among the Italian states, the Kingdom of Sardinia is the strongest and has the best development. Many nationalists support the Kingdom of Sardinia.

In the eyes of Pius IX, this was a naked betrayal, as hateful as the revolutionaries. Now that he has Austria's support, he will naturally start a massacre.

Killing may not solve the problem, but killing is indeed the best way to eliminate the enemy from above. After the bloody suppression, the situation in Rome stabilized.

After the recapture of Rome, the Pope naturally turned to Pius IX, and the subsequent battles did not require the Austrian army to take action.

When he was in Vienna, Franz gave Pius IX a bad idea, suggesting that he disband some of his army and use the saved expenses to hire Swiss people to defend the security of the Pope.

This is a precedent. Swiss mercenaries have fought all over the European continent and their battles have gained widespread recognition from everyone. They also often undertake some tasks of defending countries or attacking certain countries.

From the 16th century onwards, the Pope's Guards became Swiss, and the Swiss also gained respect with their practical actions.

In 1789, 18 Swiss mercenaries in the Palace of Versailles vowed to defend Louis XVI to the death, and no one chose to escape.

Pius IX, who had experienced a coup, naturally took good care of his goodness. If Franz recommended German mercenaries to him, he would probably have to worry about whether there was any conspiracy there.

But if he changed to Swiss mercenaries, he was not worried at all. Everyone knew the grudges between the Habsburg family and the Swiss. Although everyone has eased the relationship now, most Swiss people still would not buy the Habsburg family's accounts.

Under the butterfly effect of Franz, the guards of Rome will no longer be Italians, but Xiaoyong and good at fighting Swiss mercenaries.

With these thugs who work hard for money, the authority of Piece's IX Pope has been greatly enhanced.

Other armies may sympathize with the revolution or even support the revolutionary party, but these foreign Swiss mercenaries have no interest in the revolution.

Of course, this is a future. His Majesty's Swiss regiment has not yet been formed, and now the force in his hands is still the Pope's team.

Pius IX did not trust this army and sent them out to suppress the rebels. Now the Austrian army is still guarding his safety.

Vatican

A cardinal said happily: "Your Majesty, we have contacted three Swiss mercenaries who are willing to accept our employment, with a total number of more than 2,000."

Pius Nine nodded with satisfaction. Swiss mercenaries were a little more expensive, but they got what they paid for. These people were loyal and reliable, much better than the pope team outside.

Think about it, if Louis XVI had not had 18 Swiss mercenaries, but 180, would he be sent to the guillotine?

I'm afraid he had already covered up his siege and summoned the royal army to suppress the rebellion.

For example, King Louis Philip, who had just been overthrown, had a Swiss mercenary group in his hand, and would have suppressed the revolution long ago, so how could he need to flee in a hurry?

Thinking about his own experience, Pope Pius IX discovered that if there were two thousand Swiss mercenaries, the revolutionary party he would have killed would have been booming, so where would he need to go into exile overseas?

The more you think, the more you will be led.

Pius IX has forgotten that as a king, he has reached the point where foreigners need to defend his own safety, which is enough to show how failed it has been.

This means extreme distrust of the subjects. After losing this trust, the relationship between the king and the subject will no longer be intimate.

However, this question doesn't matter to the Pope. Anyway, his throne cannot be hereditary. As long as he lives comfortably, why should he care about so many next term?

Pius IX thought for a while and said, "Sign up a contract with them as soon as possible and let them come to Rome immediately to work.

We will continue to contact the Swiss mercenary regiment. It is far from enough to defend the Pope's state to have a force of 2,000 talents."

"Your Majesty, are the Austrians going to withdraw their troops?" the Cardinal asked with concern.

"Yes, Lieutenant General Edmund has repeatedly urged us to form a loyal army as soon as possible. They also want to rush back and celebrate Christmas with their families." Pius IX said with a smile.

What he was most worried about was that it was easy to ask God to send God to God. If the Austrian army refused to leave, it would be a big trouble.

Fortunately, none of this happened, and the Austrian army took the initiative to evacuate, which was exactly the same as Pius's wish to protect the ninth generation and saved him a big problem.

The performance of the Austrian army also made Pius IX very satisfied. The military discipline was strict, and he had never harassed the local area. Even robbery was disciplined and he would never reach out.
