49. Registration Act(1/2)

Miss Jessica Jones got up very early today, and she put on makeup rarely, put on some makeup recently, and changed into a very formal set of clothes.

The same is true for her boyfriend and partner, Luke Cage, a man with power. She wore a black suit, her bulging muscles supported her shirt, looking like a suit thug.

The two of them arrived at the Trident Building on time at 8:30 in the morning, and Merlin's assistant Agent Sharon received them.

But unfortunately, Director Merlin, who has never been late, is rarely late today.

"Sorry, I'm a little late."

Merlin walked out of the light of the curse of the shapeshift. He stood in his office, waved his hand and hung his windbreaker on the hanger. He moved his arms and said to Jessica and Cage who were sitting in the office:

"I'm looking for you two today, and there's something to tell you. But before you talk, let's take a look at this."

Merlin took out a stack of newly printed documents from her pocket and handed them to Jessica, who took them in her hand and looked at the cover and couldn't help but raise her head:

"Sir, Superhero Registration Act?, are you serious?"

"Do you think I'm kidding?"

Merlin sat in his office chair, and he crossed his fingers and said to Jessica:

"It's no secret that the endless superhumans are emerging, but they are very restless. In theory, you and Cage are actually superheroes, and they are the first batch to appear. Have you heard of what happened to Hell Kitchen yesterday?"

"Well, not only did I hear it, I also saw it with my own eyes."

Jessica handed the documents in her hand to her boyfriend, then took out a cigarette, and sucked in Merlin's office carelessly. She said to Merlin:

"The place where the bomb exploded was not far from my new office. I heard the sound and asked Cage to go over and take a look, but the police had arrived at that time. I heard that 17 people died, and it was because the two young people didn't control their abilities?"

"right."

Merlin nodded and said:

"This is not the first time that such things have happened. The emerging superhumans lack control and awe of power. If SHIELD could quickly discover them and absorb them into the system as if they were absorbing you, they would cultivate and train them, but now they are appearing too fast and there is no trace, and the original monitoring and search modes are no longer applicable."

"This bill is what I prepared for this situation."

"This is normal, sir."

Jessica squirted out a breath of smoke, and this private detective with a very social personality said to Merlin:

"Rookies are always frivolous and like to show off their strength. After they are beaten up by society, they will learn to restrain themselves. Just like me, I thought I could do everything, but I almost lost all of myself when I met an evil scumbag. Oh, by the way, I said that, sir, why haven't I seen Miss Elsa during this period? Isn't she your girlfriend?"

"She has something to do."

Merlin answered the question casually, and he looked at the divine power man who was looking at the document carefully, and he said:

"Cage, do you think the terms of this bill are harsh?"

"It's okay, there are actually not many things that can be contradicted except for carrying a recorder. After all, for newcomers, it is obviously better to receive official training than to risk their death in battle."

The Divine Power Man touched his fierce bald head, and he said to Merlin:

"And this is much better than S.H.E.L.D. But I have a question, sir."

Luke Cage put the document on the table, and he reached out and knocked on the text of the document, and he said to Merlin:

"This says that superheroes need to be registered, that is, if it is implemented, it means that the identity information of superheroes will be recorded by S.H.E.L.D. What if I mean, what if they are leaked?"

"In this era, identity leakage is a serious issue, and superheroes always have enemies. If the enemy knows their identities, the consequences will be terrible."

"That's a good question, Cage."

Merlin reached out and pushed the frame, and he said to his subordinates:

"If someone can break through the database firewall made by four smartest people in the world, get a 7-fold encrypted physical lock key, and can also obtain the data files containing identity information under the monitoring of 24 hours of uninterrupted advanced AI protection and the world's best data engineers, then I will admit it."

He said to the Divine Power Man:

"We designed some additional insurance for this list, and once the database that stores it is forced to break through, it will immediately execute a self-deletion program, which is the last defense controlled by a trusted AI. With so many layers of insurance, if it still leaks, then I can only say that our luck is too bad."

"But this leads to another problem."

Jessica is worthy of being a private detective. Although her living habits are not very good, her mind is really useful. She snatched out the cigarette and said to Merlin seriously:

"The superhuman who participates in the registration will inevitably doubt whether this list will be abused by the top leaders, such as threatening a hero with private information to do something less just. After all, compared with the giant S.H.I.E.D., a single superhuman is too weak."

"And, there is another very important issue, sir."

Jessica stared at Merlin and asked:

"What are you going to do if you hate people who are unwilling to sign documents, but are unwilling to quit the superhero stage, and who are not going to shut up, and who suffer from persecution paranoia?"

Merlin had a plan for Jessica's question, and he answered seriously:

"First of all, the private information of the superheroes is only stored in the supernatural affairs database of s.d.o.l.d., and we are only responsible for custodying it. Its confidentiality level is level 9! The direct management of this list is in the hands of the World Security Council. In other words, as long as you don't talk too much about your identity, no one will take the initiative to publish it."

"And we have no intention of publishing this list to society, we are not that stupid yet. If there is an extreme situation, if someone's identity is leaked, SHIELD will immediately provide all-round protection. If necessary, there will be wizards and colleagues from another institution to help us clear the leaked memories."

"Then there is the second question."

Merlin bounced his finger and said to the two subordinates in front of him:

"We will not hurt those superhumans who are not cooperative. Unless the power they have is dangerous for the entire civilization, they can still continue to live as a 'protected person'."

"It's not difficult to reorganize a person's memory when necessary."

Merlin breathed a sigh of relief, spread his hands and said to Jessica and Cage in front of him:

"The bill I asked you to read is just a preliminary version. I can't even be sure whether it will be passed, but if it must be implemented in the future, there will definitely be a more complicated security system."

"I reiterate that this is a secret agreement. I also understand what problems will arise after delegating this agreement to various government officials."

“We used to hurt each other with bullets and knives, but now it’s even worse”

Merlin looked at his fingers and said:

"We are weapons ourselves, and some of us are even more deadly than nuclear bombs. I believe this list is also a kind of protection for superhumans. If superheroes are allowed to continue to move unruly, it will inevitably lead to a new round of arms competition among countries. In fact, there are already the prototype of this competition among countries, which is not good."

He said:

"As Jessica said, it is difficult for a single superhero to resist in the face of official power. I don't think you want to be forced to become a super weapon in North America one day, right?"

"So this is actually a very simple thing."

Merlin stretched out two fingers and said:

"Lost the freedom without rules and then get the freedom to be protected."

"Everyone can continue to be a hero, but there are rules that protect them and those who may be hurt by them. We will provide training and teaching to get them on the path of true guardians without even requiring them to pay extra."

"To be honest, I personally think it's a good deal."

Jessica and Cage looked at each other a few times, and Jessica spread her hands, and this private detective who had been hurt by another superhuman said to Merlin:

"Well, you convinced me, sir. If it is really issued, I will sign it."

"Where is Cage?"

Meilin looked at the divine power man, and the big muscular bald man was a little hesitant. This guy who looked very reckless was actually a wise person, and he had his own thoughts on many things.

After a few seconds, he said to Merlin:

"Sir, I agree very much with the benefits this agreement brings to the chaotic superhero circle and to every ordinary person, but to be honest, I think the relevant safeguards should be taken into account. If it is not perfect, if it has loopholes, if it falls into the hands of a villain, it will be a complete disaster."

Cage looked at Merlin seriously and said:

"As you said, the danger of a powerful superhuman is no less than that of a nuclear bomb. When I think of a large group of nuclear bombs that can explode at any time, I feel numb."

"All right."

Merlin was not angry. He took over the initial bill agreement from Cage. He clapped his hands and said to the two subordinates in front of him:

"What you said makes sense and your opinions are constructive, which makes me feel that I need to add it before submitting this bill. But let's talk about the serious things I have come to you today."

"Bang"

Merlin snapped her fingers, like a call sign, a ball of black energy appeared strangely in the office, just like a dark door being opened. The next moment, Tyrone Johnson and Tandy Bowen appeared in Merlin's office.

This is Tyron's ability. He can walk in the shadow dimension and lead people through space. However, ordinary people cannot withstand the power of the shadow dimension. Miss Tandy is not an ordinary person. She can control the power of light. Gang and Tyron are exactly two extremes.

"These two little guys."

Merlin pointed to Tyron and Tandy in the mask, and said to Jessica and the Divine Man:

"They are two beginners, they have caused a lot of trouble and are trying to atone for their sins now. I postponed their trial and I feel they still have a chance to be saved. And I need two experienced seniors to guide them, so from today on the dagger and cloak will join you two's 'Defenders' group."

"This is the reason why I asked you two to come over. In the field of street heroes, I can't find anyone more experienced and trustworthy than you two."

"Dagger? Cloak?"

Jessica looked at two young men, one man and one woman in surprise. She poked her face with her fingers and said to Merlin:

“Isn’t this yesterday?”

"Yes, it's them."

Merlin said:

"The weight of 17 lives is pressed on their shoulders. This sin can only be washed away by continuous help and salvation. This road is difficult to walk, but I am willing to keep faith in them."

“The current chaos in Harlem is also disgusting.”

Merlin said to Jessica and Cage:
To be continued...
