46. ??Capabilities, Responsibilities and Obligations (Part 1)(1/2)

"Five months ago, when two mutants in Tennessee were 'heroes', they got into a group of drug dealers, and as a result, six people, including them, were blocked in the apartment and burned to death."

"Eighteen months ago, an alien who left the afterlife organization encountered a hijacking on a passenger plane returning to Europe. He stood up and wanted to help, but he tried too hard to penetrate the deck of the plane, causing the plane to land on the sea. 27 people disappeared... It can basically be concluded that the missing person died."

"Eight months ago, a group of terrorists held a hotel in the Middle East. If it weren't for our non-staff agents Luke Cage and Jessica Jones who came forward to stop the chaos, the number of casualties would have been greater."

"And then today, two young people wanted to do good things...but 17 more people died in an accident."

In the office of the director of the Trident Building, Merlin took away accident information in front of Fury, saying:

"As the saying goes, when good people no longer stand up to stop evil things, evil will win. But to be honest, look at these events. I would rather those 'good people' who want to do good things stay peacefully and their intervention will make things worse."

Merlin looked at Fury and he whispered:

"This group of people are doing things wrong under the banner of 'justice'. The worst thing is that they think they are doing nothing wrong. Fury, the World Security Council's concerns are correct. This increasingly 'heroic move' is not what we need, we need to take some measures."

Fury didn't answer immediately, he looked at the documents on the table, and after more than ten seconds, he looked up at Merlin, and he said:

"I remember, you praised Batman in Gotham before. If I remember correctly, the bat in Gotham is almost the first batch of 'superheroes', right?"

Merlin hugged her arms and said to Fury:

"They beat criminals into meat on the streets with bare hands. Inspired by 'justice', they acted as judges, juries and executioners themselves. This is certainly refreshing and fulfilling, but it is a powerful provocation to social order. Bad guys need reasons to kill people, but these heroes seem to not need it."

"They use their own ideas rather than order as the norm of action. They do not restrain their own precepts at all. While fulfilling justice, they are also satisfying their increasingly inflated selfish desires."

Speaking of this, Merlin pushed her glasses, and a projection of a file appeared in front of Fury. He was a guy dressed in a cowboy. Merlin pointed at him and said:

"This guy, three months ago, was arrested in Texas by agents from S.D.o.l.d., who called himself a 'Robin Hood', and maintained the policing of his community for several months. After leaving the Trident Building, Merlin returned home directly.
