Chapter 96: Official Administration

The letter from Wang Jinghui to Biandu came very timely. Seeing the huge benefits of the initial adaptation of the Xiang army into the postal system, Yingzong Zhao Shu and others were confident that they wanted to take a big step to establish a complete postal system throughout the country, while absorbing more Xiang army. According to Wang Jinghui's theory, once the postal system is completed, the demise of the 100,000 Xiang army will be solved. This is very meaningful for the Song Dynasty, which has a huge imperial army of 1.4 million.

After receiving Wang Jinghui's letter, Yingzong Zhao Shu, Prime Minister Han Qi and others looked at each other, and then wiped the cold sweat from their foreheads: the time to fully promote the postal system is not yet ripe. Wang Jinghui's reason is very simple: the operating routes of the postal system are the most prosperous routes in the Song Dynasty, and even such routes can only barely support 30,000 wing troops, not to mention remote and barbaric areas such as the northwest and southwest? If you are eager to promote on a large scale, it is likely to be a big hole to fill money.

After the letter, a policy on the current transportation of the Song Dynasty was attached. Wang Jinghui pointed out that the current wealth of the Song Dynasty gathered in Kaifeng, Bian, which was entirely due to the contribution of the Grand Canal of the Beijing-Hangzhou River. However, these canals are close to or the same as the Yellow River. Once floods arise again, the consequences are really unimaginable. There are only two ways to solve this problem: one is to continue to build large-scale water conservancy projects; the other is to vigorously develop land transportation. The postal system survives on the good or bad traffic conditions. If the traffic conditions are greatly improved, the establishment of the postal system will naturally come naturally and will accommodate more elimination soldiers. However, this depends on the looseness of the court's finances. Now the court cannot provide such a huge amount of funds to improve traffic conditions, so the time for large-scale promotion of the postal system will naturally be immature.

Wang Jinghui is the founder of the postal system. He also came up with the method of using the postal system to absorb the elimination of the wing army. Yingzong Zhao Shu and prime minister Han Qi had to consider his suggestions. Moreover, after this letter, they also felt that there were many risks in promoting the postal system nationwide, and it would be really not worth the loss if it was implemented rashly. For Wang Jinghui's proposal to "steadily and step by step", this was also approved by other officials such as the Privy Councilors Fu Bi, Ouyang Xiu, Zhao Jie and others.

The new Sansi envoy Han Jiang was the one who was most curious about Wang Jinghui. It was hard for him to imagine that a letter could dispel Yingzong Zhao Shu and Han Qi and others' idea of large-scale promotion of the postal system. This really shocked him. Han Jiang was the teacher of King Zhao Xu of Ying, so he naturally knew that Zhao Xu and Wang Jinghui were very close to each other. However, he had never read the policy statement written by Wang Jinghui to Zhao Xu. He only knew that Wang Jinghui's poems were famous all over the world, which almost made all the famous literary masters he had seen in this era pale. Even his old friend Wang Anshi, who was far away in Jinling, was very impressed by the current prince consort's poetry talent, but he did not expect that a letter from the prince consort could easily change the ideas of the emperor and important ministers. This was not just achieved by the skill of poetry alone.

However, soon, Han Qi's suspicion of Wang Jinghui's talent disappeared - Wang Jinghui's memorial about the trial of the exemption law in some areas has arrived. After reading this memorial, Han Jiang had a new understanding of Wang Jinghui in his heart: Wang Jinghui's exemption law is a good prescription for solving the current bad policies of servants. Although the subsequent "service assistance" for official households, temples, and Taoist temples also charge half a fee for "service assistance" based on the head of the people, others are all undisputed good laws.

Ministers such as Yingzong Zhao Shu were very satisfied with Wang Jinghui's memorial on the law of exemption from service. This was a "Wang Jinghui-style" memorial. Although the number of words on it was several times more than that of other ministers, there was no nonsense in the whole article, and the rules and regulations were very clear, and the analysis was also very convincing. It was enough to follow what was written above and do it directly. Even the most incompetent officials, if they were strictly following the steps above, they would achieve very good results.

There is only the last memorial about the exemption law that makes people feel uncomfortable, but in the attached description after the memorial, Wang Jinghui's views on Buddhism and other religions made Yingzong Zhao Shu and others wary. Since when Wang Jinghui was not the son-in-law, he once wrote a policy to suggest that the Song Dynasty implement a soft confrontation against the enemy country. This is a low-cost and very hidden action. Therefore, the senior leaders of the Song Dynasty ruled attach great importance to this action and specially selected and trained a group of detailed works from the army or elsewhere to make up and become Taoists and monks to infiltrate the Liao Kingdom. However, Taoism in Liao Kingdom did not seem very popular, so they would simply send out monks in the future.

In order to cooperate with the action, the glass workshop under Wang Jinghui's industry also used Xu's jeweler to make a white-clothed Guanyin statue to the court as a gift to celebrate the birthday of Yelu Hongji of Liao Daozong. The whole country was amazed and regarded as a national treasure. It also made Wang Jinghui's glass workshop more popular since then. At this point, the Song Dynasty temple led by Daxiangguo Temple began to be popular in the Liao Kingdom, and it also sent back a lot of very valuable information to the Song Dynasty, which made the rulers of the Song Dynasty still have a clear understanding of the current situation of the Liao Kingdom. Among the information sent back, the most prominent one was the prosperity of Buddhism in the Liao Kingdom, which really surprised Emperor Yingzong Zhao Shu and others.

The policy theory attached to Wang Jinghui this time is actually to explain why religion is restricted. This money for assisting is a very good tool. The more religious people, the greater the money for assisting, and the tax payer, whether men, women, old or young, is counted. The most terrible thing is that once this convention is made, it is now half of it, and it is difficult to say how much it will be collected in the future. This greatly controls the scale of religion.

People in religion also have wise men with keen eyes. They can smell the smell of controlling religion in the court's policies from this message, and will naturally try their best to restrain themselves to avoid disasters. If they continue to expand their believers, what awaits them is a replica of the famous "Buddha-Destroying Movement".

The exemption law adopted by Wang Jinghui is also organically combined with the postal system to enhance the efficiency and business source of the postal system. He recalled some traditional postal businesses in later generations and wrote them out in the memorials, hoping that the ruling senior officials could use it flexibly, but he had no clue about this. In his eyes, instead of letting those "sages" manage such a huge postal system, it would be safer to choose a capable businessman to manage it. However, if he is so ruthless, he dare not say it out in the memorial.

After careful study of Wang Jinghui's memorial on the implementation of the exemption law, he thought it was very practical. The son-in-law had already made it clear in the memorial, which made Yingzong Zhao Shu and others shook their heads with a wry smile: The son-in-law was afraid that he would not be in Biandu, so he explained all the problems he could encounter in the middle. That was why the memorial was written the same as a book. However, the most detailed explanation of Wang Jinghui in this memorial was the issue of official administration. He knew that Wang Anshi's reform in history was certainly because this stubborn old man was not suitable for this important task, but the problem of corrupt officials in the Song Dynasty at that time was also one of the important reasons for the final failure of the reform.

Wang Jinghui has experienced the ethics of officials in this era. The Chinese desire for honest officials is no less than that of long drought and rain. More than ten years ago, Bao Gong's story was staged in Kaifeng Prefecture, Biandu. "This era is the best era and the worst era." This is Wang Jinghui's feeling. The problems Wang Anshi encountered may not be encountered in him. After all, he has no power. These officials do not need to curry favor with themselves for promotion, so the exemption law was proposed by him.

He shouldn't have thought that Wang Anshi was as bad as in history. However, administration has always been a hidden worry in his heart. He likes very much that officials in developed Western countries, once they embezzle or dereliction of duty, they will definitely resign, and then they will be discredited by the political life. This obviously has a very strong Legalist color, but it obviously doesn't work in China. Whether in the past, present or future, there is no effective supervision agency to restrict the ethics of officials, even if he is a god, he has no choice.

Zhu Yuanzhang's story tells Wang Jinghui that beheading cannot solve the problem of administration, and the blood on the guillotine cannot scare people's desires. However, Wang Jinghui feels that the inspiration he obtained from Cai Jing's story to deal with corrupt officials seems to be quite useful. It is said that the days of demoting officials from the distant places were very sad. Not only was the political life gone, but even his own life was in danger, which made the officials under his command feel like they saw a tiger. After his troubles, he dared not say that the corrupt officials in Chuzhou have disappeared since then, but when the official wanted to stretch his claws, he always had to think about it.

In his memorial to Emperor Yingzong Zhao Shudi, Wang Jinghui focused on explaining the issue of official governance, not only stated the current situation of official governance in the Song Dynasty, but also clearly pointed out that official governance could not be solved. Even if a saint came to the Song Dynasty to preside over the reform, there would be no good solutions, because no matter how good the policies and regulations were completed by middle and lower-level officials.

"The government is unstable, and the country will decline!" Emperor Yingzong Zhao Shu silently said something from Wang Jinghui's theory, and turned around and asked Han Qi, Fu Bi and other officials standing next to him: "What do you think, my dear friends?"

Prime Minister Han Qi said: "The old minister thinks that although the words in the memorial of the prince-consort are somewhat biased, they are a good medicine for slaughter!" In fact, although Han Qi agrees with Wang Jinghui's comment on the administration of the government, he always feels a little disagreeable. However, because Wang Jinghui is not only the prince-consort, but also his adopted son. If he doesn't speak the benefits at the beginning, and any unsightly adult who talks a few more words later, it will be very bad to put it into his own face.

As the head of the Song Dynasty officials for nearly ten years, the prime minister Han Qi was barely able to reach his appeal, but as long as he said something, even the Privy Councilor Fu Bi could not easily refute it. All the ministers knew that although the son-in-law of the Saint-Senior Zhenglong was a local official in Chuzhou, there was also Han Qi, the adopted father, who was praised by him in the court. Some of the joints were incomparable to ordinary officials. Moreover, this comment on the administration of the government can be light or heavy, and it is impossible to argue, so no minister was willing to be the first to be the first.

After hearing a few words of complimenting Wang Jinghui, General Zhao Shu smiled and said, "This is a good thing, but as the son-in-law said in the memorial: This dynasty will not punish the sages and officials. However, his method of punishing unscrupulous officials is too ruthless. Although it is not a combination of sticks and swords, it is probably better than beheading and bleeding!"

It turned out that Wang Jinghui also wrote the method of cracking down on the corrupt officials of the Greedy Mohe River to prevent money into the memorial, and strongly suggested that Emperor Yingzong Zhao Shu take his decree. This was a super damage to the death of killing people without blood. Cai Jing was a disaster for the world. Although the emperor was worried that his ancestors' family laws did not send him to the guillotine, Cai Jing's actions spread all over the world. When the people heard that they hated Cai Jing, they could not buy a piece of food to fill their hunger.

, starved to death on the way to take office. The consequence of this "research allusion" being brought by Wang Jinghui was that the officials were not as good as death. Emperor Yingzong Zhao Shu originally demoted those officials to a relatively barren place for his sake, but he didn't want him to do this. Later, when he heard the tragic appearance of those officials, he felt a little regretful that he had brought them so far away. How much hardship would he have to endure along the way? It was even more uncomfortable than killing them!

Wang Jinghui did this because of the particularity of the laws of the Song Dynasty, so he had to take this worst approach, because doing so would make many people subconsciously disgusted with him. However, this is also the best way to deal with corrupt officials at present. He has been in the Song Dynasty for quite a while. As a businessman with high popularity, he also understands the relationship between risk and cost. To apply the theory in Marx's "Das Kapital" that "300% profit is enough to make people risk their lives to fight for it." Beheading is a piece of cake for corrupt officials and is not enough to stop them from yearning for a money-oriented approach, but if they are asked to lay off a single slaughter, they will lose their family and die, he thinks such a potential threat is quite useful.

After hearing the words of the Zongzong Zhao Shu, the ministers in the Funing Palace thought of what the horse did. Including his wielding father, the prime minister Han Qi, felt a chill in his heart. Although these officials could not say anything refuted to Wang Jinghui's actions, they also marked them. The only thing that made them feel assured was Wang Jinghui's identity as a horse. If there was no accident, he would never have been as high as his wielding father Han Qi.

Almost all of the memorials submitted by Wang Jinghui this time were passed without objection, but there were two changes: one is that the location where the exemption law was tried was not only in addition to Wang Jinghui's territory, Chuzhou, but also the entire Jingji Road. This is also a small change that Emperor Yingzong Zhao Shu wanted to see how the effectiveness of the Imprison Law was made; the second is that the change in the administration that Wang Jinghui attached most was not passed. No reason was the reason. His idea was too terrifying to Emperor Yingzong Zhao Shu and the ministers: If you often walk by the river, you will not lose your foot. If you are caught once, wouldn't you be terrified for thousands of years?! Although Emperor Yingzong Zhao Shu did not have the danger of "declining for thousands of years", he still agreed with his thoughts in his heart. He also disagreed with the literati and doctors. On the contrary, he was very recognized by Wang Jinghui in the memorial about the harm of corrupt officials, but it was out of

He raised his hand to control the officials' thoughts. When Wang Jinghui received the mistakes from Emperor Yingzong Zhao Shu in Chuzhou, he was also amused and amazed when he saw these two changes: he had no objection to the trial of the exemption law in Beijing. After all, it was not a big problem to try the new law under the eyes of the emperor, but it was not approved of the government, which made him very sad. However, in the letter from King Ying Zhao Xu, Wang Jinghui's "cost risk" theory actually found a market with Zhao Xu. From Zhao Xu's heart, he also saw the thoughts in Emperor Yingzong Zhao Shu's heart, which made him overjoyed. Looking at the mistakes of Emperor Yingzong Zhao Shu and the letter from King Ying Zhao Xu, Wang Jinghui silently said: "Let you be free for a few days first. When I become more powerful, I will write this method into the law of the Song Dynasty, and see your corrupt officials suffer!"

Since Wang Jinghui understood the inner thoughts of the administration of the two important figures, Yingzong Zhao Shu and Yingwang Zhao Xu, felt much better. He believed that one day, he would influence these two people to write this method that would make corrupt officials infamous for thousands of years into the laws of the Song Dynasty. Wang Jinghui's greatest capital was his youth. He had time and opportunities to often knock on the ears of the senior rulers of the Song Dynasty. If my son Zhao Shu didn't succeed, he would wait for his son Zhao Xu to become the emperor, and if his son couldn't succeed, he would let his grandson do it. One day, Wang Jing believed that such a cold knife would be placed on the head of every corrupt official.

After hearing her husband's words without any end, the princess next to him saw a smile on Wang Jinghui's mouth, and a firm look in her eyes. She couldn't help but feel a little confused and asked with a smile: "Who made my husband so angry?"

Wang Jinghui hugged her and let her sit on her lap. After telling her wife about the causes and consequences, the princess of Shu also understood the reason why her husband was worried. Although corruption was very common in the official system of the Song Dynasty, no one could shake the fundamentals of the country by relying on corruption. However, the princess of Shu also understood how harmful the corruption of this official was. If this continues, such a person would eventually appear. She was proud of her husband's insight and foresight.
