As an emerging city, Ningling, especially with rapid economic development and rapid expansion of the city, makes the situation quite serious in this regard.

The only advantage is that Ningling has gained the lead and started in the demolition of Jiangdong New District, which can also be regarded as a good foundation for Ningling's urban development. Since it was originally a rocky hill and old river channel, it took a huge advantage in demolition and compensation. This is also the source and foundation for the development of Ningling's urban construction in the initial stage. If this piece of unlimited land was not developed and transferred, the entire Ningling city urban construction can be said to be like water without a source, at least it will be delayed a lot.

It is precisely because we have dug the first pot of gold from the development of the first phase of Jiangdong New District that we have supported the huge amount of funds needed for infrastructure construction such as the Brilliant Bridge and Jiangdong New District and the urban style renovation and repair of the old city, and it is also possible to support the infrastructure of the second and even third phases of Jiangdong New District to take the lead. It is also possible that Ningling’s urban construction will not be like a bottomless black hole, but will have a virtuous cycle of incoming and outgoing. Without this first pot of gold, it will be entirely impossible to promote such large-scale construction of Ningling City through loans.

Whether it was Zhong Yuejun, Gu Yongbin, or even Zhu Wenkui, they only saw the beautiful side brought by the development and construction of Jiangdong New Area. Of course, they also felt the huge benefits brought by the further acceleration of the urban process and the rapid development of Ningling's industrial economy and the tertiary industry. However, many people more or less intentionally or unintentionally ignored the huge impact of the soaring housing prices brought by the urbanization process on ordinary citizens, especially the middle- and low-income classes.

However, Zhao Guodong realized this problem from the very beginning. From the planning of Jiangdong New District to the second phase expansion of Henan New District, he keenly realized that the development of Ningling City has increased rapidly due to the rapid growth of the industrial economy, and this has also further promoted the already rising land prices and housing prices in a certain aspect.

The rise in land prices can undoubtedly bring generous benefits to the government. Land transfer fees have already made the fiscal revenue of many cities called land finance, at least 30% and 40% to 6070%. This will not only free up a large amount of high-quality land in prime locations and obtain huge profits for the sale, but also keep the services of residents in the old city.

However, in which area is the main administrative functional departments in the city moved to, Zhao Guodong and Zhong Yuejun's opinions are slightly different. According to Zhong Yuejun's idea, the four major teams and main functional departments in the city can consider relocating to the second phase of Jiangdong New District, that is, in the riverside area between Jiangdong Huihuang Avenue and Dongfanghong Avenue. This can not only be close to the riverside, but also promote the development of the second phase of Jiangdong New District.

However, Zhao Guodong did not agree with this. In his opinion, with the completion of the Huihuang Bridge and the construction of the Dongfanghong Bridge, it can be expected that the second phase of Jiangdong New Area will flourish within two or three years, and there is no need for administrative departments to lead. Linjiang and the natural advantage between the Huihuang Bridge and the Dongfanghong Bridge. Once the Dongfanghong Bridge is completed, the first phase of the already developed Henan New Area and the second phase of the Jiangdong New Area will be connected. A large number of administrative functional departments will be moved to this area. In two years, it will become the same as the result of retaining in the old city, occupying the golden port. It is a pity.

According to Zhao Guodong's idea, the places where the four major teams and administrative functional departments in the city are to be relocated to are relatively remote in the current view, and even in the eyes of many people, it is difficult to develop in three or five or even ten years. Only with quite advanced ideas can you truly play the role of the administrative functional departments.

Since the pace of urban development and expansion is inevitable, and the city has such administrative resources, how to use this resource most perfect, rationally, scientifically and maximally to achieve the rhythm of urban planning and development is an art.

Zhao Guodong proposed to relocate the four major teams of the city and the main administrative functional departments to the area at the foot of the mountain to the east of Miaofeng Mountain. Now that area is still close to the continuous shallow hills of Miaofeng Mountain. Even the most edge road of the third phase of Jiangdong New District is barely crossed this area, five kilometers away from the east bridgehead of the Huihuang Bridge, and it also has to bypass Miaofeng Mountain and Miaohu, which covers an area of ​​nine square kilometers, and is designated as an urban forest park.

Zhong Yuejun and other leaders in the city had no objection to moving the four major teams and major administrative functional departments in the city farther away. In fact, they also realized that it would be a bit out of place for these departments within the second phase of Jiangdong New Area. However, Zhao Guodong took too much, even beyond the third phase of Jiangdong New Area, and was far away at the periphery of the determined urban coordinate point of Miaofeng Mountain. Now that area is only only stuck in one idea, and even the road has just begun to be planned on the long-term map. If the current normal progress of Ningling's urban development, I am afraid that the road construction will need to be placed in 2007 and may only consider extending to that area. There is no way to talk about the development progress.

However, Zhao Guodong is very persistent in this. In his opinion, it is precisely to use the migration of the four major teams and administrative functional departments in the city to adjust the direction of urban development and further accelerate the development speed of urban functional areas to the east and south. The migration of the main departments in the city is equivalent to laying a wedge for the area that is still a shallow hill, and putting a flag on it, which can guide the development of the city in that direction. It can greatly avoid the city's development to the north and west to squeeze out the good fertile fields and vegetable fields on the north and west.
