In February 1901, Yi riots broke out in Dayao Mountain in Yunnan and Guizhou, and more than ten surrounding counties were occupied. At the end of the year, Cen Yuying made a request to go home to retire, and the central government approved it. In October, Sichuan announced that he would give up autonomy, and in December, the Mongolian kings went to the new government and accepted the central government's enthronement. In 1902, the Panchen Lama went to Beijing one after another. In the same year, China and Britain negotiated on the Tibet issue. It took a full 10 years to come out, which is a later story. In December of the same year, Xinjiang announced that he would give up autonomy, and since then, the whole world has been returned to the central government.

In October 1903, the Central Government Bureau of Statistics announced that the five-year plan formulated at the end of 1899, except for the insufficient number of railway kilometers, all other indicators were completed ahead of schedule.

In the same month, the Russian railway was built to the Sino-Russian border and proposed to connect with the Northeast artery under construction. The central government rejected the proposal based on the different standards of railway tracks between China and Russia.

In November, the Russian government began to use railway lines to increase troops on the border, and the Russian Far East Fleet arrived in Vladivostok. In mid-November, the Russian government formally reported to China, proposing the connection of the Northeast Railway and the so-called shareholders' operating rights, and further proposed that the Chinese government rent the area east of the Songhua River.

In December, the Sino-Russian negotiations began, and the two sides refused to give in to each other, and Sino-Russian relations entered a state of tension. In early 1904, the French minister proposed to intervene in mediating Sino-Russian relations.
