News of the arrival of the Polish submarine reached the German embassy in Tallinn. The German ambassador immediately made an appointment with Tallinn officials to demand the detention of the Eagle. After this information was transmitted to the Eagle, although the captain was still in the hospital for treatment, the crew decided to set sail and leave Tallinn immediately. Unfortunately, during the day of October 15, the German cargo ship "Tarata" cannot set sail and flee immediately. (According to international law, if the ships of the belligerent countries depart from the same neutral country port, the time interval between the front and back cannot be less than 24 hours. The Eagle, stranded in the port, was forced to wait for another whole day, and was eventually detained by the Estonian authorities.

General John Raidone, then commander-in-chief of the Estonian army, presided over a special meeting to discuss how to deal with Polish submarines. Finally, he decided to dismantle the torpedo, ammunition and artillery tail bolts on the submarines, confiscate the nautical charts and navigation equipment on the boats, and all crew members must be imprisoned in the barracks along the coast. On 1016, the Estonian authorities, who were still worried, ordered the extraction of fuel from the submarines. Then Estonian newspapers reported to the outside world about Estonia's detention of Polish submarines.

However, the security measures taken by the Estonian authorities were extremely negligent. There were only two Estonian sentry guards in the submarine. The Estonian authorities explained that this was done for the operation of the port crane to facilitate the dismantling of the remaining six torpedoes on the head.
