Shameless; guide them with virtue, and be polite, and be ashamed and polite." What we are talking about here is two different attitudes towards the people: use government orders to teach the people and use punishment to control the people. The result is that the people escape (this rule) and lose their sense of shame. Use morality to guide the people and use ethics to unite the people. The people can not only have shame, but also obey. Mencius attributes these two ways of governance to "dominantness" and "kingdom", and he advocates the latter.

The Legalists advocated the practice of "domineeringness". The Legalists are also representatives of the landlord class in the rising period.
