The "Famous Regulations" are placed in the first chapter of the Law Code, highlighting the nature and status of the general principles of the Code.

However, having "good laws" alone is not enough.

A "good law" was formulated to solve the problem of "unable to follow".

But if you cannot "rely follow the Dharma", then no matter how good the "good Dharma" is, it can only be "free".
